About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filing by the Florida Department of Environmental Protection, Division of Recreation and Parks, for the procurement of software licensing and support services. The agency seeks to obtain VySys One volunteer management system software from Bespoke Software, Inc., along with associated database design, software maintenance and support, and cloud-based software-as-a-service capabilities. The procurement covers an eighteen-month term or less, with the posting date of February 11, 2026, and a deadline for receipt of information from prospective vendors on March 5, 2026. No bidder's conference or site visit is mentioned in the documentation. The contract represents a continuation of services for the Florida Park Service's volunteer program, which currently manages over 20,000 volunteer records across 175+ state parks and trails, with more than 300 staff members utilizing the system statewide.
The estimated dollar amount for this single-source procurement is not to exceed $140,000, payable quarterly on a prorated basis. The justification for single-source acquisition is based on the proprietary nature of the VySys One software, which was custom-built specifically for the Division of Recreation and Parks over ten years ago and is therefore available only from Bespoke Software, Inc. The procurement is necessary to maintain continuity of service and preserve approximately ten years of historical volunteer data during the department's transition to a new enterprise volunteer management system, particularly given recent changes to volunteer background investigation requirements and enhanced information technology security needs. Contact for this procurement is Kimberly Bowling, Purchasing Specialist Supervisor, at 850-245-2361 or Kimberly.Bowling@FloridaDEP.gov.

Protection Act) provides liability protection for those volunteers. The Florida Department of Environmental Protection (DEP, Division of Recreation and Parks (DRP), or the Florida Park Service, uses a volunteer program to supplement staff efforts in maintaining, protecting, and interpreting 175+ state parks and trails, contributing over 1 million hours annually. Volunteers, including campground hosts and specialists, are essential for operational support, such as habitat restoration, visitor services and maintenance.
DEP currently utilizes a Volunteer Management System (VMS) provided by VySys One by Bespoke Software, Inc., to centralize over 20,000 records, automate recruitment, and allow 300+ staff to manage teams efficiently all over the state. It streamlines operations by enabling volunteers to self-register, sign up for opportunities, and log hours, which significantly reduces administrative burden and improves tracking. The VySys One VMS allows the Florida Park Service to better manage its extensive volunteer base, fostering better engagement in stewardship and community projects.
VySys One by Bespoke Software, Inc., developed the current VMS system specifically for DRP over 10 years ago. The Florida Park Service VMS provided by VySys One by Bespoke Software, Inc., is custom-built proprietary software and therefore no other vendor is able to provide updates, maintenance and support.
