About this file

This is a Description of Intended Single Source Purchase (Form PUR 7776) submitted by the Florida Department of Agriculture and Consumer Services (FDACS) for the procurement of BadgePass Halo Badge Printers and related equipment. The Division of Licensing seeks to purchase 26 BadgePass Halo dual-sided printers with single-sided laminators, starting supplies, and one year of hardware maintenance support. These printers will replace existing CD800 printers that have reached end-of-life status and will be deployed across 92 office locations throughout Florida to support license printing operations. The hardware maintenance coverage included in the purchase will extend support to all these statewide locations. The procurement is authorized under Chapter 493 and Chapter 790 of the Florida Statutes, specifically Section 790.0625. The advertisement was posted on February 24, 2026, with the last day for receipt of information from prospective vendors set for March 17, 2026, representing a 15 business day posting period as mandated by Florida law.

The estimated dollar amount for this single-source procurement is approximately $300,000.00, with the approximate contract amount of $222,419.60. BadgePass, Inc. is identified as the sole intended source, justified by the fact that the company is the manufacturer of the Halo printer and the only known source capable of providing the equipment and associated services required. The current CD800 printers are experiencing obsolescence issues with parts becoming increasingly expensive and difficult to acquire, necessitating replacement with the Halo printer system. The contract term is one year. The procurement was approved by John Raymaker (Director, Division of Licensing), Laverne Cobb (Division of Licensing), Stephanie Bergozza (Purchasing Director), and Joey B. Hicks (Director, Division of Administration). Prospective vendors may submit information demonstrating their capability to supply the commodities or services by the March 17, 2026 deadline; if the agency determines in writing that the commodities are available from a single source only, it will provide notice of its intended single-source decision accordingly.
