About this file

This is a PUR 7776 single source purchase notice filed by the Florida Department of Agriculture and Consumer Services, Division of Licensing, announcing its intent to procure equipment and services from BadgePass, Inc. The agency seeks to purchase 26 BadgePass HALO dual-sided printers with single-sided laminators, starting supplies, and one year of hardware maintenance support. These printers will replace existing CD800 printers and laminators that have reached end of life and will be deployed statewide across the Division's office locations to support license printing operations. The notice was posted on July 8, 2026, with a deadline for prospective vendors to submit information regarding their ability to supply the commodities or services by July 29, 2026. The single source procurement notice will remain posted for at least 15 business days in accordance with Florida Statutes sections 120.57(3) and 287.057(3).

The estimated contract amount is approximately $196,043.90, with an approximate maximum amount of $250,000.00. BadgePass, Inc. is identified as the sole manufacturer and only known source for the HALO printers and associated support services. The justification for single source acquisition centers on the fact that BadgePass HALO printers are the only equipment that meets the Division's operational requirements, integrating seamlessly with existing software and hardware used in daily licensing operations. The current CD800 equipment obsolescence presents increasing challenges with replacement parts becoming expensive and difficult to obtain; replacing the units with HALO printers will also allow some CD800 units to be redeployed as spares, reducing future maintenance and repair costs. The procurement was approved by multiple agency officials including the Director of the Division of Licensing, relevant bureau chiefs, and the Division of Administration Director.
