The Florida State Guard requires specialized equipment installation on its Bell 412 aircraft for mission readiness. Trinity Aviation Dynamics (TAD), as the original designer and installer of the aircraft's avionics suite, possesses the proprietary data necessary for seamless compatibility and maintaining airworthiness

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

Trinity Aviation Dynamics (TAD) is the only vendor capable of performing this specialized mission equipment integration as they are the original designer and integrator of the current avionics suite on the Florida State Guard’s Bell 412 aircraft. Because TAD holds the proprietary engineering data and performed the full airframe rebuild and rewiring, any other vendor would be required to perform costly and time-prohibitive "reverse engineering" to ensure system compatibility. Utilizing TAD eliminates technical incompatibility risks, maintains the continuity of airworthiness through their on-staff FAA DAR, and avoids significant state expenses related to aircraft transportation and fuel. Furthermore, TAD’s immediate physical custody of the fleet ensures the fastest path to mission readiness, making them the uniquely qualified source for this critical project under Section 287.057(3)(c), Florida Statutes
