About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Agriculture and Consumer Services for the procurement of specialized laboratory equipment. The agency seeks to purchase one (1) Agilent 7010D Triple Quadrupole Gas Chromatograph/Mass Spectrometer (GC/MS) with an Electron Ionization (EI) system to enhance analytical testing capabilities within the Division of Food Safety, Bureau of Laboratories in support of the division's regulatory program and the USDA Pesticide Data Program. The equipment is classified under UNSPSC code 41115400 (Spectroscopic equipment). The posting was made on December 2, 2025, with a deadline for prospective vendors to provide relevant information by December 23, 2025, representing a fifteen business day advertisement period as statutorily mandated. No bidder's conference, site visits, or award dates are specified in this single source justification notice.

The estimated dollar amount for this procurement is approximately $400,000, with an approximate contract amount of $321,529.90. The single source justification is based on the Agilent Technologies, Inc.'s exclusive capability to provide the specific equipment model with critical requirements including software and method compatibility with existing analytical platforms, seamless integration with current data acquisition workflows, and a self-cleaning electron ionization source that minimizes downtime. The instrument will operate alongside two other identical Agilent systems already in use, making standardization across platforms essential for employee training efficiency, sample throughput, and regulatory reporting consistency. The contact for this procurement is Nita Jackson, Government Analyst II, at the Florida Department of Agriculture and Consumer Services.

Estimated Dollar Amount:

Approximate Amount Up to: $400,000.00 Approximate Contract Amount: $321,529.90

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

Agilent Technologies, Inc. is the only known manufacturer of the Agilent 7010D GC/MS with EI system that meets the following critical requirements:

1. Software and Method Compatibility: The Agilent 7010D GC/MS with EI system and its associated Mass Hunter data acquisition and control software are uniquely and fully compatible with existing analytical methods developed using the same platform. This compatibility ensures:

• Seamless integration of acquisition parameters, data processing workflows, and reporting formats • Elimination of method revalidation or redevelopment • Consistency in data quality and reporting across instruments.

The Agilent 7010D GC/MS with EI will operate alongside two (2) other identical systems to support Florida’s regulatory monitoring and the USDA Pesticide Data Program. Standardization across all platforms is essential to: • Streamline employee training • Maximize sample throughput • Maintain uniformity in method execution and regulatory reporting.

2. Self-Cleaning Electron Ionization Source: This instrument must include a self-cleaning ionization source to minimize downtime and maintain operational efficiency. Manual cleaning is not acceptable, as it requires extended instrument shutdowns, disrupts sample analysis schedules, and reduces laboratory productivity.
