About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document authorizing a sole-source bridge contract award to Coastal Pacific Food Distributors, Inc. for Prime Vendor food service support in the Puget Sound Navy Ships region. The bridge contract (SPE300-25-D-3003) is an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with fixed pricing and Economic Price Adjustment provisions.

The document justifies the sole-source award under 10 U.S.C. § 3204(a)(1) as Coastal Pacific is the only responsible source that can provide uninterrupted food service support while a competitive follow-on contract is being awarded. The current competitive contract (SPE300-20-D-3259) was awarded to Coastal Pacific in February 2020 and is in its final tier period. The bridge contract will provide coverage from February 16, 2025 through November 29, 2025, allowing time for the follow-on competitive procurement awardee to reach full operational capability. A notice of requirements will be published on SAM.gov and the justification will be made available for public inspection after award per FAR 6.305(a).
