About this file

This is a Public Records document for the City of New Smyrna Beach, Florida, outlining compliance requirements for contractors responding to an Environmental Services solicitation for dredging services and construction management. The City is soliciting proposals from qualified and experienced contractors to serve as construction managers and provide all services necessary for project completion on an as-needed basis. The contractor may utilize in-house staff or outside consultants and subcontractors to fulfill obligations. The City makes no covenant regarding the number of available projects or guarantees that the selected firm will perform any work during the contract term. Award will be made to the best overall proposer whose proposal is most advantageous to the City. The City reserves the right to seek qualifications and proposals from other firms for specialized projects at its discretion.

Contractors must comply with Florida public records laws, specifically Chapter 119, Florida Statutes. All material submitted in response to the solicitation becomes the property of the City and may be reviewed by the public ten days after the public opening. Contractors are required to keep and maintain public records, provide copies or allow inspection within a reasonable timeframe at statutory cost limits, ensure exempt or confidential records remain protected, and transfer all public records to the City at no cost upon contract completion. Electronic records must be provided in formats compatible with the City's information technology systems. Questions regarding public records compliance should be directed to the City Clerk at 386/410-2630 or clerk@cityofnsb.com.
