Public Records Compliance Document - City of New Smyrna Beach Kitchen Remodel Project (RFP 08-26-FD, FS 52)

This is a public records compliance notice issued by the City of New Smyrna Beach, Florida, establishing transparency and documentation requirements for the kitchen remodel project at Fire Station 52. The document outlines that all materials submitted in response to this solicitation become City property and may be reviewed by the public ten days after the public opening, with executed contracts available for public review thereafter. The Request for Proposals was released on February 4, 2026, with a mandatory pre-proposal meeting scheduled for February 13, 2026, at 9:00 a.m. at Fire Station 52. Written questions are due by February 23, 2026, at 5:00 p.m., with electronic proposals required by March 6, 2026, at 2:00 p.m. The proposal opening occurs on March 9, 2026, followed by an evaluation meeting on March 16, 2026, and City Commission recommendation for award on April 14, 2026. The contract term spans 60 consecutive calendar days for substantial completion, with an additional 30 calendar days permitted for final completion, and no price increases are permitted during contract duration.

The document establishes four primary contractor obligations regarding public records compliance under Florida Statutes Chapter 119: maintaining all public records necessary to perform the contracted services, providing copies or allowing inspection within a reasonable timeframe at costs compliant with state law, protecting exempt or confidential records from unauthorized disclosure, and transferring all public records to the City at no cost upon contract completion. Contractors must direct any questions regarding public records application to the City Clerk at 386/410-2630 or clerk@cityofnsb.com. The City retains the right to use any information or materials submitted in response to the solicitation, and this right remains in effect regardless of any contractor disqualification. All electronic records must be provided in formats compatible with the City's information technology systems upon request.
