About this file

This is a Public Records policy document issued by the City of New Smyrna Beach, Florida, related to RFP 25-25-LS for an annual professional fireworks display for the city's Independence Day Celebration. The City is soliciting proposals from qualified, licensed fireworks display operators to provide an 18-minute fireworks show launched from a moveable floating platform in the river southeast of Chicken Island. The procurement requires proposers to demonstrate extensive experience executing professional fireworks displays and to comply with Florida statutes, National Fire Protection Association standards, and obtain all necessary permits from fire, police, local, state, and FAA authorities. The deadline for submitting questions is October 3, 2025, with a proposal submission deadline of October 27, 2025, at 5:00 pm. The initial contract term is three years with potential for two optional one-year renewals. Evaluation will be conducted using a 100-point scoring system distributed across five criteria: experience (25 points), project staff qualifications (25 points), launch platform specifications (15 points), technical proposal (15 points), and fee proposal (20 points).

Specific pricing terms and budget amounts are not disclosed in this document, though vendors are required to submit detailed pricing for fireworks and barge services for years 2026, 2027, and 2028. No set-aside designations or restrictions for disadvantaged enterprises are explicitly mentioned. The solicitation mandates comprehensive insurance coverage and requires the selected vendor to provide all necessary materials, equipment, and personnel. Vendors must submit organizational details, insurance compliance documentation, employment eligibility verification, affidavits addressing public entity crimes, drug-free workplace, and human trafficking prevention, as well as references from similar projects completed within the last five years and disclosure of subcontractor information for entities representing 5% or more of total contract value. All material submitted becomes the property of the City and is subject to public records disclosure pursuant to Florida Statutes Chapter 119.
