Design and Build – NEW FIRE STATION MK-HA-2019-00041825
2.2 Design Phase – Fire and Rescue Station Requirements
This is a 100% Design Build contract. This means that the US Government is not providing technical projects or detailed measurements or detailed sketches, but the US Government is only providing a basis of design. All requirements of this document shall be considered by the architect hired by the Contractor in order to prepare their conceptual design and later the full technical project, with the requirements described in this document and those required by the applicable regulations which may not be explicitly described herein. It is especially important the compliance with the requirements of North Macedonia for the design of Fire and Rescue Stations.
The Contractor shall hire the services of a licensed architect in North Macedonia to design one complete and fully operational Fire and Rescue Station in coordination with the US Government representative, with the beneficiary and the pertinent competent authorities from North Macedonia.
These contract Performance Technical Specifications include the minimum requirements of each element of the Fire Station. It shall be the licensed architect the professional to provide the best layout and distribution, meeting the minimum requirements outlined in this document.
The Base Bid or CLIN0001 includes in general terms:
- A fully operational Fire and Rescue Station with minimum footprint of 500 m². Footprint is the total built area of the ground floor, or the area of the plot of land that will be occupied by the new construction. Footprint is the horizontal projection of the new construction on the plot of land.
- A new building, divided into 3 separate sections:
o Administrative and Living areas – Built Area ≥170 m² built area
Ground Floor: ≥170 m² of built area (for living and administrative use)
Second Floor: ≥100 m² of built area (rough finishes exclusively for storage) o Industrial areas – Built area ≥320 m² built area per floor
Ground Floor: ≥320 m² of built area
Second Floor: ≥70 m² of usable area (the rest is double height of truck bays) o Mechanical Room – Estimated at 10 m² and as a separate construction.
- The necessary heavy traffic pavement to connect the truck bays with the paved road in front of the plot of land (R1204) and for parking areas, which shall not be less than 400 m².
- Building shall be designed considering gender equality. It shall be an inclusive and productive workplace with same opportunities for women and men. This means among other features, that that building shall be provided with some separate areas for women and men as the dormitories, bathrooms or locker rooms. For estimating purposes, the Contractor shall estimate 25% women for design purposes.
Design and Build – NEW FIRE STATION MK-HA-2019-00041825
- New building to be built in its entirety on the available plot of land described in this document, in strict compliance with Urban Planning requirements of Sveti Nikole (which is not planned to be approved until early 2021).
- Hallways: Any hallway included in the design shall have minimum 2 meters width. Minimize the length of hallways as much as technically possible to meet the needs of the building.
- Stairways: If any are included in the design, all steps shall be minimum 2 meters wide. The living and administrative area shall be located on the ground floor and the area above shall be partially used for storage. Any direct communication between the two floors shall be done with wide stair ways of 2 meters width. The truck bay area mandatorily needs to have the height of a two story building.
- Heavy traffic pavement: The entrance of the truck bays shall be connected with the Street R1204. Not less than 400 m² including the parking areas.
- Sidewalks: The new building shall be surrounded by a 1 meter wide reinforced concrete sidewalk.
- Landscaping and other exterior improvements: CLIN0001 only includes the minimum necessary to provide a perfectly finished and operational facility, with the minimum grading around the new constructions for proper surface water drainage.
- Esthetics and exterior finishes: For estimating purposes, the Contractor’s architect shall design the exterior of the building with the similar architectural finishes as the new Fire and Rescue Station completed by NAVFAC in 2017 in the city of Cimislia. This includes exposed brick on the lowest section of the façade and a combination of 3 colors on the rest of the thermally insulated façade. (See picture at the end of this paragraph)
This document uses the terms “built area”, “usable area” and “footprint”.
“Usable areas” mean areas of the rooms measured from internal face of wall to internal face of wall.
For example, a building with 5 rooms with internal dimensions of 5 and 4 meters, with 20 m² each room of usable space would have a total of 100 m² of usable area. However, this would not include the area occupied by the internal partitions and exterior enclosure walls. Measuring the exterior of the building in the example, it could be 11x11 meters, or 121 m². This would refer to the “built area”.
“Footprint” in the context of this document would be the built area on the ground floor.
Note to explain the difference between built area and usable area:
This would be a 12 m² usable area room with a total of 20 m² built area
Design and Build – NEW FIRE STATION MK-HA-2019-00041825
2.2.1 Design Phase – Administrative/Living Areas ( ≥ 170 m² built area)
The Administrative and living areas shall have minimum 170 m² of total built area. This includes the walls and other useless areas. Total usable area to be determined by the architect hired by the contractor, but it could be from 150 to 160 m².
This area shall have direct access to the exterior and to the truck bays. The contractor shall estimate all areas in one single floor or level. In case the contractor proposes to use two floors, the total usable area shall remain the same after removing the areas occupied by the stairway, which shall be minimum 2 meters wide per lane.
As a minimum, the direct access from truck bay area shall be separated by fire rated heavy duty door.
This area shall include as a minimum:
o Office for Fire Chief in Sveti Nikole (designed for 1 person) o Office for Dispatcher with windows to the exterior of the building and to the truck bay area (designed for 1 person) o Additional office space as coordinated with beneficiary within the areas included in this contract o Multipurpose Room (TV room) o 1 Bathroom (unisex) for visitors o Janitor’s room (as small as possible) o Hallways (minimum 2 meters wide) o Entrance lobby (with double entrance door for energy savings) o With the necessary entrance and exits as required by regulations o Kitchen + Dining Room (as large as possible) o Fire Chief sleeping room, with small interior full bathroom o Male sleeping area with interior full bathrooms designed for 4 men.
o Female sleeping area with interior full bathroom, designed for 2 women
2.2.2 Design Phase – Large Storage ( ≥ 100 m² usable area)
As shown in the general sketches in paragraph 1, the area above the Administrative/Living areas are planned to be used for general storage.
Design and Build – NEW FIRE STATION MK-HA-2019-00041825
A facility such as a fire and rescue station requires large areas for storage. These areas do not need to be provided with esthetically pleasant finishes, but they only need concrete flooring, metal shelves and illumination. For this reason, it is planned to use the space under the metal roofing over the administrative and living areas. Operationally speaking, this area is part of the industrial area, but because of the location in the sketches, it was included in the Administrative/Living areas.
The door shall be fire proof door.
2.2.3 Design Phase – Industrial Area in ground floor ( ≥ 320 m² built area)
The facility shall have:
o 1 open truck bays (with a maintenance pit), with minimum 13 meters length and 6 meters wide. Unobstructed distance from floor to ceiling shall be minimum 5.5 meters.
o 1 open truck bay, without any wall or column to separate it from the previous one, with minimum 13 meters length and 7 meters width. Unobstructed distance from floor to ceiling shall be minimum 5.5 meters.
o 1 truck bay for cleaning the vehicles, with minimum interior dimensions with 6 meters wide by 10 meters long. Unobstructed distance from floor to ceiling shall be minimum 5.5 meters.
o Mechanical repair shop and storage o Locker rooms and toilet/shower. This room is necessary firefighters returning dirty from work or training.
o Room for Washing/Drying machine for clothing
2.2.4 Design Phase – Industrial area in second floor (≥70 m² usable area)
In the Industrial area, there shall be metal stairs to access the second floor in the side of the building opposite to the truck bay rolling doors. The area above the truck parking areas shall not be usable, as these areas require double height. However, above the locker rooms or storage areas, and connecting above them, there shall be usable areas. These areas shall be used as:
o Office areas o Open storage o Passageways to connect all areas and to access the storage above the Administrative/Living areas, as shown in the sketches included in paragraph 1.
Design and Build – NEW FIRE STATION MK-HA-2019-00041825
Acceptable exterior finishes. Picture from recently completed NAVFAC project in the city of Cimislia.
2.2.5 Mechanical Room ( ≥ 10 m² built area)
The contractor shall provide a separate room, not connected with the new fire station building, to be used for:
o The boiler to heat up the facility during winter o The air compressor o Additionally, the contractor shall provide another areas with minimum 10 m² protected from the rain to store the wood or any other solid fuel to be used for the new boiler.
The sketches included in this document are not the conceptual design that needs to be used by the Contractor, but they are only a tool for the Contractor to understand the basis of design and the minimum requirements of the contract. 2.3 Proposed Distribution and Layout of New Building
As required by the contract, under its corresponding paragraph, the first document that the architect hired by the Contractor shall submit to the US Government for review will be the conceptual (or initial) design. The Conceptual design shall provide a perfect description of the distribution, surfaces of each of room, as well as other necessary information.
This document only tells the contractor’s designer the different rooms and the different uses of each area. However, it shall be the contractor’s architect and design team the ones to propose the optimal distribution and layout of the building, with the conditions and restrictions described in this document and in the pertinent regulations and norms of North Macedonia.
These Performance Based Technical Specifications include an extremely simplified proposed distribution or conceptual design without internal measurements, for the Contractor to understand the requirements of this project. Nevertheless it will be the responsibility of the architect hired by the Contractor to prepare a proper and adequate Conceptual Design in close coordination with the beneficiary, complying with the minimum requirements of the regulations of North Macedonia, with the Urban Planning requirements of the city of Sveti Nikole, and with the minimum requirements included in this document.
However, the beneficiary does not have authority to modify or to alter or to influence the Contractor to change any of the requirements included in this document.
All truck bays shall be facing the paved area to easily access road R1204. For estimating purposes the Contractor shall estimate that they will need to pave with heavy traffic pavement a minimum of 400 m² in front of the new truck bays.

2.4 PLOT OF LAND 10730
The plot of land No. 10730 of the city of Sveti Nikole, defined in the first pictures of paragraph 1.7, is a plot of land of 3,840 m², which includes an existing fire station with 2 separate areas:
- The administrative and living areas with 74 m² registered in the cadaster
- The industrial area with 182 m² registered in the cadaster
The plot of land is sloped towards the road R1204. Additionally there are paved areas, electrical poles or a smoking area.
The owner of the plot of land is the Municipality of Sveti Nikole. The Master plan of Sveti Nikole is approved and it determines the urban parameters of the blocks. According to this approved Master Plan, plot of land 10730 is planned for a new fire station.
Based on the parameters of the Master plan, the detailed plan for that block should be prepared with the building information (how m2 is buildable area, the position of the buildable area in the plot land area, how many floors can be built…). The Municipality is working on these details, and it is planned for all to be completed by January 2021. The design and construction of a new fire station on that plot land cannot commence until the detailed urban plan is approved. For this reason, the works included in this contract cannot start until 31 January 2021.
In case the detailed urban plan modifies the limits of plot of land No. 10730, the scope of work will be restricted to a plot of land with maximum 3,840 m² with a maximum perimeter of 320 linear meters.
All existing facilities and installations within the plot of land shall be demolished by the contractor, including the necessary grading and leveling to make the entire plot of land fully usable and to control the surface water drainage. However, no landscaping is necessary with the exception of the required for surface grading to facilitate adequate surface drainage. The Contractor shall provide retaining walls or whatever is necessary in compliance with North Macedonian regulations to account for the sloping in the plot of land.
The contract in the Base-Bid includes a minimum of:
- New fire station building with footprint of 500 m².
- The connection between the paved road R1204 and the truck bays (≥400 m² of new heavy traffic pavement)
- 1 meter wide concrete sidewalk around the new building (or buildings)
- Drainage. The Contractor shall provide adequate drainage around the new building to avoid any accumulation of surface runoff water next to the new construction.
Any tree that interferes with the new construction shall be removed by the beneficiary. However, it is the Contractor’s responsibility to coordinate with the beneficiary and with pertinent Municipal authorities their removal. This contract does not include cutting any trees. A tree is defined as a plant with more than 3 meters of height and a trunk with perimeter greater than 40 cm. All other vegetation from the plot of land shall be removed by the Contractor. For any tree that the Municipality will remove (following the request of the Contractor) from the plot of land, the Contractor shall plant 2 of

the same species with the minimum dimensions described in this paragraph. Tress shall be planted within 100 meters of the new building, including areas outside of the plot of land.
If any tree needs to be pruned, but not removed, it is the Contractor’s responsibility to cut any branches that interfere with the new construction.
The Contractor is also responsible to perform a detailed survey of the area and to reroute any existing underground utility line that may interfere with the new construction. This applies to any potential water, electrical, gas, telephone, or sewer lines.
The fence, entrance gate, or other recommended improvements to the plot of land above the amounts described in this paragraph are not included in the Base-Bid. Only if the Contract Option-2 is awarded, the contract will include the complete development of the entire plot of land.
