· Responses must be received not later than 2:00PM, Central Time, July 30, 2024
· Late responses will not be considered Minnesota’s Commitment to Diversity and Inclusion The State of Minnesota is committed to diversity and inclusion in its public procurement process. The goal is to ensure that those providing goods and services to the State are representative of our Minnesota communities and include businesses owned by minorities, women, veterans, and those with substantial physical disabilities. Creating broader opportunities for historically under-represented groups provides for additional options and greater competition in the marketplace, creates stronger relationships and engagement within our communities, and fosters economic development and equality.
To further this commitment, the Department of Administration operates a program for Minnesota-based small businesses owned by minorities, women, veterans, and those with substantial physical disabilities. For additional information on this program, or to determine eligibility, please call 651-296-2600 or go to the Office of Equity in Procurement home page, at www.mn.gov/admin/oep.
SPECIAL NOTICE: This is a request for proposal. It does not obligate the State of Minnesota to award a contract or complete the proposed program, and the State reserves the right to cancel this solicitation if it is considered in its best interest.
This Solicitation requires proposals to be submitted through the SWIFT Supplier Portal. Please note the security changes below that may impact responders from submitting a timely response.
SWIFT SUPPLIER PORTAL SECURITY CHANGES
There are new security measures that the Minnesota Management and Budget implemented on October 16, 2022. It is a new multi-factor authentication (MFA) to enhance the security of the State of Minnesota Supplier Portal. MFA is an authentication method that requires bidders and suppliers provide two verification factors to log into the SWIFT Supplier Portal. The goal of MFA is to create a layered defense that makes it more difficult for unauthorized system access to occur.
For information about these changes, please refer to the SWIFT Supplier Portal Multi-Factor Authentication FAQ document.
If you have not done so already, please make sure to log into the SWIFT Supplier Portal as soon as possible to get this authentication set up early so there are no issues when submitting a response to an RFP.
You are strongly encouraged to set your MFA during business hours of 8:00 A.M. to 4:00 P.M., Central Time, Monday through Friday. You may experience delay setting your MFA after hours.

SECTION 2 – SUMMARY OF SCOPE
1. Procurement Overview and Goals.
The Department of Natural Resources, Division of Fish and Wildlife requests proposals from interested Interpretive Exhibit and Construction Design firms for professional services for a project to redesign a roughly 2,500 square foot, exterior pond, four feet deep, to serve as an aquarium for annually displaying several species of Minnesota Fishes through the Minnesota State Fair to include accessible viewing locations, educational displays around the pond and locations for interpretive talks, including necessary audio-visual equipment, located on the Minnesota State Fairgrounds, 1265 Snelling Ave. N., St. Paul, MN.
Development of the concept design is to be completed by June 30, 2025.
This Request for Proposal is for hiring a firm to plan and design the pond and associated structures, displays and exhibits.
The work will involve developing a comprehensive construction and interpretive exhibit concept plan for the building including research, write, design, of theme-based exhibits for an approximately 2,500 square foot fish pond and another estimated 2,500 around the pond. Depending on the concept design, the design work may involve children’s interactive displays, exhibit construction, artifact reproductions, indoor/outdoor graphic panels, and technology-based interactions. We anticipate both traditional interpretive methods and the use of emerging technology will be used.
Note: RFP will be awarded for Phase 1, concept design. Upon completion of Concept Design, it is the State’s intent to request funding and an RFP process for Phase II, future design development, fabrication, and installation.
Goal The goal of the redesign is to provide an attractive, engaging visitor experience with opportunities for observation, learning, and hands-on experiences that result in an increased understanding of the importance of Minnesota’s native fish, aquatic and fisheries management, fishing, and what steps people can take to protect aquatic communities and Minnesota’s natural resources.
Sample Tasks and Deliverables.
Concept Design
1. Work with Fish and Wildlife Outreach and State Fair team, Fisheries staff, State Fair staff, fairgoers, and other stakeholder to create an input process to collect, evaluate and finalize design ideas, educational components and structural elements needed for the exhibit.
2. Work with the Fish and Wildlife Outreach and State Fair team to produce a comprehensive exhibit concept plan for the pond and exhibit area that provides the structure and meets the interpretation needs and the goals and objectives of the project. The concept plan should include the contractor’s’ recommendations for exhibits that incorporate both traditional interpretive methods and emerging technologies where sustainable for message delivery. It should also include architectural drawings and designs, including printed and electronic mock-ups and video demonstrations sufficient for sharing with the public, potential donors, DNR and State Fair leadership, and the MN Legislature.
3. Final designs should include cost estimates for complete construction and installation of design for the pond installation and interpretation components.
4. Exhibit design plans must meet state and federal accessibility laws (so people with cognitive, hearing, physical and visual disabilities can receive the same information and context). This must include audio description of the entire exhibit space and the hardware to deliver the audio description.
All exhibits must be accessible for people with cognitive, hearing, physical and visual disabilities. The exhibit falls under the Americans with Disabilities Act (ADA) (https://www.ada.gov/pubs/ada.htm) which requires the State to give people with disabilities an equal opportunity to benefit from all programs, services and activities.
Electronic Exhibit Elements All electronic exhibit elements (audio, video, etc.) must meet and comply with the State of MinnesotaIT Accessibility Standard (https://mn.gov/mnit/government/policies/accessibility/) which entails, in part, Section 508 of the Rehabilitation Act of 1973 (Revised) and the Web Content Accessibility Guidelines 2.1, level AA.
Physical Exhibit Elements All physical exhibit elements (panel height, route, reach, passing space, etc.) must meet and comply with:
· US Access Board Proposed Guidelines for Outdoor Development
· https://www.access-board.gov/guidelines-and-standards/recreation-facilities/outdoor-developed-areas/background/proposed-guidelines
· 2010 ADA Standards for Accessible Design https://www.ada.gov/2010ADAstandards_index.htm Exhibit Concept Plan
All elements of the final concept plan, including architectural drawings and designs, printed and electronic mock-ups, and video demonstrations should be provided in an accessible format.
