About this file
This document is a Notice of Intent (NOI) for a bridge contract issued by the Department of the Air Force Air Combat Command (ACC) Acquisition Management & Integration Center. The eighteen-month sole source bridge contract will be awarded to AT2, LLC for Operations, Maintenance, and Support (OM&S) of Air Combat Command Primary Training Ranges (PTR), with performance from 1 July 2025 to 31 December 2026. The contract is 100% set aside for Small Business under NAICS code 561210, covering Electronic Combat Ranges, Electronic Warfare Sites, and Bombing and Gunnery ranges at multiple Air Force bases including locations in Florida, Georgia, South Carolina, New Mexico, North Carolina, Idaho, and Texas.
The bridge action is necessitated by staffing challenges, including the departure of key personnel that has created a critical knowledge gap, potentially jeopardizing the follow-on contract procurement. The current contract (FA489018C0008) expires on 30 June 2025, and the bridge contract will ensure continuous specialized range support services. Interested parties are requested to submit inquiries or capability packages by 25 March 2025 at 12:00 PM eastern time to specified Air Force contracting personnel, with the anticipated contract award no later than 30 June 2025. Foreign participation is not permitted in this procurement.

SUBJECT: NOTICE OF INTENT (NOI)-Bridge Action for Contract FA489018C0008;
Operations, Maintenance, and Support (OM&S) of Air Combat Command (ACC) Primary Training Ranges (PTR)
1. The purpose of this NOI is to notify potential offerors of ACC Acquisition Management & Integration Center’s (AMIC) intention to award an eighteen-month, sole source bridge contract.
2. This bridge action will be awarded to AT2, LLC., 7250 Parkway Drive, Suite 410, Hanover, MD 21076, under the authority of FAR 6.302-1 – 10 USC 3204(a)(1), Only One Responsible Source – No Other Supplies or Services Will Satisfy Agency Requirements.
a. Places of performance are Avon Park Range, FL (Moody, AFB), Grand Bay Range, GA (Moody, AFB), Belle Fourche (Colony) EWS, WS (Ellsworth AFB), Dare County Combing and Gunnery Range, NC (Seymour-Johnson AFB), Holloman Bombing and Gunnery Ranges, NM (Holloman AFB, Poinsett EWR, SC (Shaw AFB), Bulldog MOA, GA (Ft. Gordon) Mountain Homes Ranges, ID (Mountain Home AFB), and Snyder EWS, TX (Dyess AFB).
b. The period of performance for the bridge action is anticipated to be 1 July 2025 – 31 December 2026 and is inclusive of a nine-month base period and three three-month option periods.
c. Anticipated award for this bridge action is NLT 30 June 2025, 4:00 PM eastern time.
3. The current contract was solicited as a non-personal service, Firm-Fixed Price contract with Cost Reimbursement CLINs, 100% set aside for Small Business (SB) and awarded to AT2, LLC under PSC code of M1PZ (Operations of Other Non-Building Facilities) and NAICS code of 561210 (Facilities Support Services). The current contract consists of Electronic Combat Ranges (ECR), Electronic Warfare Sites (EWS), and Bombing and Gunnery (B&G) ranges, which accommodate basic to intermediate air-to-surface training. Typical PTRs contain target arrays, threat simulators and weapons scoring systems and provide Service Clas A, B and C range capabilities. The ranges at the following locations will be supported under this contract (Range Operating Authority are in parenthesis): Dare County Range (Seymour Johnson), Poinsett Range (Shaw), Grand Bay Range (Moody), Avon Park Range (Moody), Snyder Range (Dyess), Belle Fourche Range (Ellsworth), Holloman Ranges (Holloman), Mountain Home Ranges (Mountain Home, and Guam Range (Anderson AFB). The program provides OM&S of range threat, Agile Combat Power scoring, and feedback systems. The program also provides for target, road, grounds and limited facility maintenance.
4. A Sources Sought for the follow-on contract was posted under FA489023R0075 on 18 September 2023. Due to delays in acquiring another requirement managed by the same contracting and program team, efforts were initially put on hold to shift manning to the other requirement.
a. The Sources Sought was updated on 15 May 2024.
b. Additionally, an Industry Day was announced under FA489025R0006 on 6 Nov 2024 and held on 9 December 2024.
c. However, the departure of key personnel, including the Assistant Branch Chief, Range Plan Managers and other subject matter experts, has created a critical knowledge gap that jeopardizes the organization’s ability to effectively manage the follow-on (re-compete) efforts.
The staff shortage is severely limiting the organization capability to onboard and train new personnel adequately.
5. A bridge contract is required to continue receiving these highly specialized services until the follow-on contract can begin performance. The bridge action will be awarded NLT 30 June 2025, since the current end of performance of the current contract (FA489018C0008) is 30 June 2025.
6. This NOI meets the requirement to post IAW DFARS 206.302-1.
a. When issuing a bridge under FAR 6.302-1 authority, the Government is required to post a sources sought or request for information to substantiate their reasoning for using said authority.
7. Parties interested in this action should reference the Sources Sought posted under FA489023R0075, Industry Day posted under FA489025R0006, and the Statement of Work (SOW) that is part of this NOI.
a. Feedback is welcome at any time; however, we request any interested party to submit any inquiries and/or capability package NLT 25 March 2025, 12:00 PM eastern time to Capt Ryan Tagatac: ryan_mark.tagatac.3@us.af.mil, Ms. Sandra Redfearn: sandra.redfearn@us.af.mil, Ms.

b. The Government will provide an email confirmation of response. Offers are advised that foreign participation is not permitted.
