About this file
This is a Statement of Work for the installation of solar control and security window film, along with blinds, at Cheyenne Mountain Space Force Station in Colorado, prepared by the 21st Civil Engineer Squadron.
The project involves supplying and installing solar control and security window film on approximately 152 windows totaling 3,100 square feet across three locations: Building 101 (Location 1) and Buildings 12001 and 12100 (Location 2). Location 1 requires Premium Nano-Ceramic or Spectrally Selective Solar Film with RF/IR blocking technology incorporating Certified TEMPEST Technical Authority standards, with exterior reflectivity not exceeding 15% and standard dark tints prohibited. Location 2 requires film that limits interior viewing without restricting outward views. The contractor must submit physical film samples (10-75% VLT range), a Film-to-Glass Compatibility Chart, and factory-certified Thermal Stress Analysis prior to installation. Heavy-duty, commercial-grade, permanently-secured roll-up blinds must be installed on the entire east side of the second story, excluding office 203, but including offices 212 and 213. Installation procedures require thorough cleaning of glass surfaces, uniform application without air bubbles or debris, and film edges stopping 3-5mm short of window frames to preserve existing structural silicone and acoustic seals. All work must comply with OSHA requirements (29 CFR 1910 and 1926) and Air Force Occupational Safety and Health standards (DAFMAN 91-203). Work shall occur between 7:00 a.m. and 4:00 p.m., excluding weekends and federal holidays, with written approval required for deviations. Location 2 access requires proper authorization for the restricted area; contractor personnel must pass background checks and coordinate visitor passes through R&O at 719-474-2775. Post-installation deliverables include all operational and maintenance documentation, test results, and compliance with all applicable codes, regulations, standards, and criteria.
