About this file
This document is a Pre-Proposal Meeting Agenda for the Michigan Department of Technology, Management and Budget (DTMB) Design and Construction Division's project to replace the windows at the Jackson State Office Building. The project includes design services for the schematic design (Phase 300) and final design (Phase 500) of the window replacement. The scope of work includes site investigations, permits, contract document development, cost estimates, and project management tasks. Proposals are due on July 20, 2023, and the Ad Hoc Advisory Committee will review and award the contract by the end of May. The desired timeline is for design in Summer 2023, bidding in Summer/Fall 2023, and construction in Fall 2023/Spring 2024, avoiding winter construction if possible.
The budget for this project will be established based on the 90% cost estimates provided by the selected Professional Services Consultant (PSC) for the Phases 300 and 500 designs. The PSC will be required to provide itemized reimbursable expenses, including LARA plan review fees and travel expenses. The contract will be awarded based on an 80% technical and 20% cost evaluation of the proposals.
