About this file
This is a Request for Qualifications (RFQ) issued by the Nebraska Public Service Commission seeking to identify qualified independent contractors to serve as recreational vehicle, modular housing, and/or manufactured housing plan reviewers and inspectors. The Commission is recruiting contractors to perform plan reviews, conduct inspections at manufacturing facilities and retail outlets, and submit compliance documentation in accordance with Nebraska state regulations and federal HUD standards. Respondents may qualify for one or more of the three service areas: recreational vehicle plan reviews and inspections, modular housing plan reviews and inspections, or manufactured housing plan reviews and inspections. The RFQ was released on July 28, 2026, and operates on a continuous basis with no fixed closing date, allowing the Commission to identify and contract with qualified candidates at any point during the RFQ period. Respondents must submit a resume or statement of qualifications demonstrating relevant experience in housing or recreational vehicle design, inspection, construction, or review, along with copies of relevant licenses and certifications. Completed Form A with contact information must accompany each response. Written questions regarding the RFQ should be submitted to Greg Walklin at gregory.walklin@nebraska.gov, with responses posted as addenda on the Commission's website at https://psc.nebraska.gov/housing on a continuous basis.
The Commission has indicated particular immediate interest in identifying qualified individuals with experience conducting recreational vehicle plan reviews, as the current pool of experienced inspectors is experiencing retirement and transition to part-time service. Selected respondents may be invited for oral interviews or presentations at their own expense, with no compensation provided by the Commission or State. Upon selection, contractors will enter into independent contractor agreements with the Commission and serve under the direction of the Housing and Recreational Vehicle Department Director. Inspectors are required to complete and submit all required inspection reports and documentation within seven working days of each inspection. All response data becomes the property of the State of Nebraska and public information upon opening, unless properly designated as proprietary and meeting Nebraska's statutory definition of trade secrets. The RFQ submissions should be directed to the Nebraska Public Service Commission, 1200 The Atrium, Suite 300, Lincoln, NE 68509, with inquiries directed to the Procurement Contact, Greg Walklin, at (402) 471-3101.
