Chattahoochee Water Treatment Plant SCADA Improvements - Scope of Work
This is a Draft Scope of Work (SOW) document issued by the City of Atlanta Department of Watershed Management for SCADA system upgrades at the Chattahoochee Water Treatment Plant (WTP). The project involves comprehensive modernization of outdated control system architectures and hardware, replacing the current GE iFix SCADA HMI system with AVEVA System Platform (formerly Wonderware) and upgrading obsolete programmable logic controllers (PLCs), remote input/output (RIO) stations, and operator interface terminals (OITs) to current standards. The supplier must provide all labor, equipment, materials, programming, testing, commissioning, and startup services. Key deliverables include replacement of multiple control panels across the facility including raw water pump stations, chemical buildings, filter building systems, sedimentation basins, and finished water pump stations, along with conversion of all ControlNet networks to Ethernet/IP architecture with fiber ring connectivity. The project is organized into eight primary tasks spanning 360 days from Notice to Proceed (NTP), with intermediate milestones including implementation plan submission (30 days), submittals and test plans (90 days), equipment purchase (180 days), Factory Acceptance Test and storage (210 days), equipment delivery (240 days), installation and onsite testing (330 days), training (345 days), and operations and maintenance manuals delivery (360 days).
The contract requires the supplier to submit a detailed proposal including project approach, compliance with technical specifications, three previous project references, resumes of the project manager and lead programmer, and project costs organized within a Schedule of Values framework. The supplier must conduct a pre-submittal site survey to verify specifications at no additional cost to the City. Additional requirements include background checks for all programming personnel before accessing City equipment, submission of shop drawings and submittals for approval prior to hardware purchase, preparation of a Factory Acceptance Test plan with four days of testing including COA attendance and lodging/meals for three employees, and organization of five consecutive days of operational site testing with 14 days advanced notice. The Schedule of Values must separately identify costs for the Finished Water Pump Station (CP-11-700) upgrade, FAT lodging and meals, and contingency items to allow independent removal from scope if required. The supplier shall provide approximately 2,000 feet of Ethernet CAT 5E and multimode fiber cable as a basis of bid, with coordination required for any additional cabling needs.

Chattahoochee Water Treatment Plant
SCADA IMPROVEMENTS
DRAFT
1 INTRODUCTION
The City of Atlanta Chattahoochee WTP SCADA control system and its networks have outdated architectures and obsolete hardware and software. Updates to network and control system components are required. This includes installation of firmware and software versions required to protect against the most recent vendor security advisory vulnerabilities identified at the time of installation. This Scope of Work (SOW) defines the efforts required to achieve this modernization.
2 LOCATION
The Chattahoochee WTP is located next to the Atlanta RM Clayton Water Reclamation Plant at the corner of Plant Rd and Bolton Rd NW:
3 BACKGROUND
Per the City’s SCADA Master Plan (SMP), the Department of Watershed Management (DWM) is standardizing on AVEVA Wonderware in all water and wastewater SCADA HMI systems to maximize operational and maintenance efficiency. The current system at the Chattahoochee WTP is an outdated version of GE iFix.
Discontinued programmable logic controllers (PLCs) and operator interface terminals (OITs) exist in the filter building, chemical building, settled solids, and finished water process areas. In addition to old hardware and software, all ControlNet networks within the plant require replacement with Ethernet/IP.
4 SCOPE OF WORK (SOW)
SUPPLIER shall provide all labor, equipment, materials, programming, testing, commissioning, and start-up as necessary to provide the control system upgrades at the Chattahoochee WTP.
