About this file

This is a Professional Services Agreement (PSA) between the City of Bridgeport Board of Education (BBOE) and an independent contractor for executive search services to recruit a Superintendent of Schools. The BBOE issued Request for Proposals #BEX041265 on or about April 24, 2026, seeking qualified firms to conduct a national executive search identifying and recruiting the best qualified candidates for the superintendent position. The contractor will perform services in accordance with the criteria and timeline established by the BBOE, with completion targeted within four months and a hard deadline of September 30, 2026. The agreement designates Tony Pires, Operations Manager, as the BBOE's representative to coordinate and oversee contract administration and performance, while the contractor designates a key officer responsible for service delivery, subject to BBOE written consent. The contractor must maintain availability throughout the contract term to meet with BBOE representatives and other designated parties regarding service performance.

Compensation will be provided on a progress payment basis according to an itemized fee schedule submitted in the contractor's RFP response, with invoices paid within 45 days of approval upon satisfactory completion of services, up to a maximum not-to-exceed amount to be determined. Payment is contingent upon BBOE appropriation of necessary funds, and the agency reserves the right to terminate the agreement with ten days' notice for any reason or without cause, compensating the contractor only for satisfactorily completed services prior to termination. The contractor must obtain and maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 per accident), and Professional Liability ($1,000,000 each claim/$1,000,000 aggregate) for seven years post-completion, with all policies naming the BBOE and City as additional insureds. All work product, documents, and materials developed under this agreement become the exclusive property of the BBOE, and the contractor must observe a one-year non-circumvention period preventing hiring of BBOE employees involved in the agreement.
