About this file
This is a Request for Bid (RFB) issued by the University of Wisconsin System Administration Office of Procurement on behalf of the University of Wisconsin-Stout for comprehensive bookstore services. The solicitation seeks a qualified contractor to own, manage, and operate the university bookstore, including textbook sales, general merchandise, supplies, and emblematic items. Bidders must attend a mandatory bidder conference call on January 30, 2020, and may schedule site inspections between January 31 and February 7, 2020. Sealed bids are due by February 20, 2020, at 2:00 PM CST, with public bid opening scheduled for the same date and time. The contract is intended to commence on or about May 22, 2020, for an initial one-year term with four automatic one-year renewal options, totaling five years. The University will provide 3,660 square feet of bookstore space, existing capital equipment, furniture, and utilities (excluding telephone), while the contractor assumes responsibility for all inventory, staffing, point-of-sale equipment, and operations.
Award will be made to the highest responsive and responsible bidder offering the best commission rate or maximum annual guarantee, with a current baseline guarantee of $130,000 annually. Bidders must demonstrate a minimum of five years of bookstore ownership and operation, current ownership of a bookstore business with minimum gross sales of $1,000,000, and provide references from at least three current clients. The contractor must maintain a $125,000 performance bond or irrevocable letter of credit and carry comprehensive insurance including workers' compensation, commercial general liability of $2,000,000 aggregate, and $1,000,000 automobile liability. Net revenue from the bookstore for May 2018 through April 2019 totaled $586,331.24, with sales data showing predominant revenue from general merchandise ($624,317 in 2017-2018) rather than textbooks. The current contractor receives a 16.1% commission with a $115,000 annual guarantee; bidders may propose equal or lower guarantees but cannot exceed the $130,000 maximum. The University operates an independent textbook rental program and retains the right to maintain other retail operations on campus that do not unreasonably compete with core bookstore categories.
