About this file
This is a Performance Requirements Summary (PRS) document that establishes surveillance standards for autoclave and glassware washer maintenance services at the BioTesting Division (BTD) at Dugway Proving Ground. The PRS defines seven performance objectives that contractors must meet, including monthly on-site preventative maintenance, monthly biological validations, quarterly calibrations using NIST traceable probes, unlimited emergency repair services, annual autoclave rebuilds, recovery of inactive autoclaves, and monthly service reporting.
All performance activities must achieve 100% spore kill in bio-validation assays using Geobacillus stearothermophilus spores per DoD Manual 6055.18-M standards, which serves as the critical performance threshold for mission success. Emergency repairs require response within 24 hours of phone calls or 48 hours of emails. The contractor must provide approximately one autoclave rebuild per month and can potentially rebuild up to three inactive pass-through autoclaves in Building 2028 if funded. Surveillance methods include real-time verbal conversations with contractors, posted checklists on equipment, calibration certificates, and monthly service reports submitted to the Contracting Officer's Representative (COR). Performance is rated as either satisfactory (meets contractual requirements with minor correctable issues) or unsatisfactory (fails to meet most requirements with ineffective corrective actions).

Performance Requirements Summary (PRS) 2024.11.04
Overview. This PRS identifies the services as described in the PWS over which the Government will exercise surveillance.
Performance Evaluation. Performance of a service will be evaluated to determine whether it meets the performance threshold. Revising and resubmitting documentation at no cost to the government is the preferred method for correcting unacceptable performance. The contractor shall provide the government a written response as to why the performance threshold was not met, how performance will be returned to acceptable levels, and how recurrence of the cause will be prevented in the future.
Performance Objectives, Standards, Thresholds, and Surveillance Methods. The services required by the government are summarized into performance objectives along with the minimum standards that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
PERFORMANCE REQUIREMENTS SUMMARY (PRS)
Performance Objective
Standard
Performance Threshold
Method of Surveillance
PRS #1
Monthly on-site Preventative maintenance (PM)
PMs will be performed on all BTD autoclave and glassware washer systems to manufacturers operational specifications. See PWS section 2.a.
100% spore kill in the bio-validation assay after conclusion of the PM.
Verbal conversation with the contractor in real time, checkoff list posted on the front of each autoclave and contractor’s monthly service report submitted to the COR.
PRS # 2
Monthly biological validations
Monthly biological validation of all BTD autoclaves. See PWS section 2.b. and section 6.
Kill 100% of the challenge Geobacillus stearothermophilus spores in the assay as per DoD Manual No 6055.18-M (May 11, 2010) Safety Standards for Microbiological and Biomedical Laboratories.
Verbal conversation with the contractor in real time, checkoff list posted on the front of each autoclave and contractor’s monthly service report submitted to the COR.
PRS # 3
Quarterly calibration
Quarterly calibrations using NIST traceable heat and pressure probes on each BTD autoclave while executing a full run check cycle. See PWS section 2.c.
All autoclave and glassware washer units must achieve defined temperature/ pressure targets to match original manufacturer's specifications.
100% spore kill in the bio-validation assay after conclusion of the calibration.
Verbal conversation with the contractor in real time, calibration certificate posted on front of each autoclave and contractor’s monthly service report submitted to the COR.
PRS # 4
Emergency repair
Contractor shall provide unlimited on-site assessments and repair visits. If a repair is found to be necessary, parts are repaired or replaced. See PWS section 2.d.
Response time from time of call (BTD to contractor) shall be within 24 hours, or time of email, within 48 hours.
100% spore kill in the bio-validation assay after conclusion of the repair.
Verbal conversation with contractor in real time, and contractor’s monthly service report submitted to the COR.
PRS # 5
Annual autoclave rebuild
All autoclave wearable components inspected or replaced annually (approximately one autoclave per month). See PWS section 2.e.
100% spore kill in the bio-validation assay after conclusion of the rebuild.
Verbal conversation with the contractor in real time, and contractor’s monthly service report submitted to COR.
PRS # 6
Rebuild and recovery of inactive autoclaves
If funded contractor will completely rebuild and recover up to three inactive pass-through autoclaves (one per year) located in Bldg. 2028.
After each repair, the autoclave must pass a bio-validation assay on a full run check cycle (100% kill) before it can be certified and added back into service.
Verbal conversation with the contractor in real time, and contractor’s monthly service report submitted to COR.
PRS # 7
Service Reports
Monthly service reports, organized by instrument serial number, will be prepared by the contractor.
Service Reports will be submitted to the COR monthly to include all service encounters, all quarterly calibrations, all rebuilds, and all bio-validation spore kill results.
COR will discuss service reports with contractor if there are any questions.
The evaluation ratings are as follows:
Satisfactory - Performance meets contractual requirements. The contractual performance of the task and sub-task contain some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
Unsatisfactory – Performance does not meet most contractual requirements, and recovery is not likely in a timely manner. The contractual performance of the task or sub-task contains a serious problem(s) for which the contractor’s corrective actions appear or were ineffective.
