OVERVIEW OF PROXIMITY LOGGING COMMERCIAL SOLUTIONS OPENING PROCESS

The Defense Health Agency’s Program Executive Office (PEO) for Defense Healthcare Management Systems (DHMS), Joint Operational Medicine Information Systems (JOMIS) Program Management Office (PMO), invites interested vendors to participate in an upcoming pitch day to be held 10 November 2020. PEO DHMS/JOMIS will conduct a Commercial Solutions Opening (CSO) for the awards of this effort.

The goal of this pitch day is to discover an innovative approach regarding proximity logging, also known as, contact tracing for the Department of Defense. Innovative means any technology, process or method including research and development, that is new as of the date of submission of a proposal, or any application that is new as of the date of submission of a proposal of a technology, process, or method existing as of such date.

DESCRIPTION OF AREA OF INTEREST

Base/Post/Camp/Station/Ship commanders and Force Health Protection (FHP) personnel require the ability to automatically record personnel-to-personnel exposure within defined proximities and identify/notify at-risk personnel based on proximity to individuals suspected of infection. Currently, public health personnel must undertake manual investigations to identify and isolate personnel at-risk of infection.

Commanders and FHP personnel do not have a complete understanding of force readiness risks;

significant resources are required to investigate contacts, manual contact investigations are often incomplete and/or inconclusive due to reliance on memories, and individuals exposed to infectious disease threats may not be identified and isolated prior to further spreading impacting force readiness.

The DoD is seeking a solution to automatically document personnel-to-personnel exposure within defined proximities in controlled DoD environments (e.g. onboard ship, basic military training, and operational installations). The envisioned solution is expected to require personnel to attach/carry/wear a device to advertise their presence and support proximity estimation and data recording. The solution should be as unobtrusive and require the least user intervention feasible. The solution should also support the capture, analysis, and visualization of data and must comply with DoD cyber, operational security, and PII/PHI protection requirements. Devices must be survivable in required DoD environments and solutions should consider options to accommodate implementations in Wide Area Network (WAN) disconnected environments. The solution should also consider adaptability to future infectious disease threats and CBRN threat proximity detection.

2 STEP COMMERCIAL SOLUTIONS OPENING PROCESS

PEO DHMS/JOMIS will utilize an open, two-step CSO evaluation process. The evaluation will use three factors: technical, importance to agency programs, and funds availability. In step 1, offerors must complete the attached questionnaire in accordance with its instructions. Once the questionnaire evaluations are complete, all offerors will be notified as to whether they are invited to pitch their proposal at a Pitch Day event (step 2). PEO DHMS/JOMIS reserves the right to skip step 2 and make an award after step 1.

PEO DHMS/JOMIS team will send invitations to offerors selected to make a virtual pitch during the Pitch Day event, which will be held on 10 November 2020. Please note that travel is not required to participate in the Pitch Day, as the proposals will be presented virtually. Offerors will pitch their solution to evaluators and PEO DHMS/JOMIS will attempt to immediately notify offerors if they were selected for an award.

During any phase of the CSO, PEO DHMS may send questions or comments for the offerors to address via email or during Pitch Day.

Step 1- Questionnaire Information

If your organization is interested in this opportunity, please complete the attached questionnaire and submit to dha.ncr.co.mbx.cd-dhms-contracting@mail.mil on or before 4PM EDT on October 26, 2020.

A hardcopy will not be accepted. If your proposal is received after the due date, it will not be accepted.

PEO DHMS/JOMIS will assess all questionnaire responses and select up to 15 vendors for a brief proposal submission, presentation, and invitation to pitch their ideas to subject matter experts. PEO DHMS/ JOMIS will evaluate questionnaire responses based on three factors: technical, importance to agency programs, and funds availability.

PEO DHMS/JOMIS recommends that you complete your questionnaire early, as computer traffic may become heavy near the questionnaire submission due date and could slow down the system. Do not wait until the last minute. PEO DHMS/JOMIS will not be responsible for proposals received late due to servers being "down" or inaccessible.

Offerors may submit questionnaire amendments any time prior to the questionnaire deadline specified on this website, however the PEO DHMS/JOMIS will ONLY review the final amended questionnaire that is submitted.

Please ensure that your e-mail address listed in your questionnaire is current and accurate. PEO DHMS/JOMIS is not responsible for ensuring notifications are received by organizations changing their mailing address/e-mail address/company points of contact after proposal submission without proper notification to PEO DHMS/JOMIS. Changes of this nature shall be annotated in the questionnaire submission or amendments.

A questionnaire is acceptable if it conforms to all material requirements of the CSO, otherwise it is unacceptable and may be ineligible for award.

Phase 2- Solution Proposal Submission

Upon notification of their selection to pitch their proximity logging (contact tracing) idea, PEO DHMS/JOMIS will release additional information and instructions for solution proposal preparation and submission to the selected vendors. The evaluation criteria for Phase 2 will be the same as Phase 1:

technical, importance to agency programs, and funds availability.

All selected vendors will be required to participate in the Pitch Day event. Any vendor unable to participate in the Pitch Day Event will be ineligible for award.

PEO DHMS/JOMIS will select no more than five projects for an award up to $100,000 to submit their design with an option for PEO DHMS/JOMIS to obtain the produced design. All contracts awarded in phase 2 will be firm-fixed price. All supplies or services procured via this CSO are treated as commercial items. PEO DHMS/JOMIS must determine the price fair and reasonable prior to award. PEO DHMS/JOMIS intends to award FAR Part 12 contracts as a result of this CSO, but reserves the right to award agreements, if deemed in the best interest of the Government. The Government reserves the right to fund all, some, one, or none of the proposals submitted; may elect to fund only part of a submitted proposal; and may incrementally fund any or all awards under this CSO.

VALIDITY PERIOD OF THIS COMMERCIAL SOLUTIONS OPENING

This CSO will remain valid for twelve months and PEO DHMS/ JOMIS reserves the right to initiate additional rounds to hear more pitches for proximity logging (contact tracing). If another pitch day round is held, the dates and time specific to that round will be released in an update.

INSTRUCTIONS FOR THE PREPARATION AND SUBMISSION OF PROPOSALS

CSO STEP 1: Provide the responses to the questionnaire in accordance with its instructions and submit prior to the due date.

CSO STEP 2: PEO DHMS/ JOMIS will provide specific instructions for preparation and submission of solution proposals to the vendors selected to participate in Step 2.

Due to the large amount of expected interest in this CSO, we will not be answering individual questions through e-mail, except in rare cases. Instead vendors shall submit all questions no later than 1:00 pm Eastern Time on October 22, 2020. PEO DHMS/ JOMIS will then post the final question and answer details as soon as finalized.
