AREA OF INTEREST
Base/Post/Camp/Station/Ship commanders and Force Health Protection (FHP) personnel require the ability to automatically record personnel-to-personnel exposure within defined proximities and identify/notify at-risk personnel based on proximity to individuals suspected of infection. Currently, public health personnel must undertake manual investigations to identify and isolate personnel at-risk of infection.
Commanders and FHP personnel do not have a complete understanding of force readiness risks;
significant resources are required to investigate contacts, manual contact investigations are often incomplete and/or inconclusive due to reliance on memories, and individuals exposed to infectious disease threats may not be identified and isolated prior to further spreading impacting force readiness.
The DoD is seeking a solution to automatically document personnel-to-personnel exposure within defined proximities in controlled DoD environments (e.g. onboard ship, basic military training, and operational installations). The envisioned solution is expected to require personnel to attach/carry/wear a device to advertise their presence and support proximity estimation and data recording. The solution should be as unobtrusive and require the least user intervention feasible. The solution should also support the capture, analysis, and visualization of data and must comply with DoD cyber, operational security, and PII/PHI protection requirements. Devices must be survivable in required DoD environments and solutions should consider options to accommodate implementations in Wide Area Network (WAN) disconnected environments. The solution should also consider adaptability to future infectious disease threats and CBRN threat proximity detection.
