When submitting this information, please reference the solicitation notice number.

The purpose of this requirement is to provide the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) with DNA extraction and multi-gene analysis services for rodent tissue samples.

1.0 SCOPE

The contractor shall independently provide rodent genotyping support services, including DNA extraction and multi-gene analysis, in accordance with the requirements of this procurement. The contractor shall furnish all necessary personnel, services, materials, supplies, equipment, storage, and facilities required to perform the work, except for those specifically identified as Government-furnished. Required contractor personnel shall include, at a minimum, a Genotyping Laboratory Manager, Quality Assurance Manager, Local Technical Representative, and other qualified staff necessary to successfully perform the required services.

The Government will collect and provide rodent biological tissue samples for analysis and will furnish existing genotyping protocols and related technical documentation associated with the rodent samples, including construct sequences, manuscripts, and other supporting materials as applicable.

Services shall be performed on an as-needed basis through incremental requests issued by the Government. The estimated volume is approximately 1,480 samples per month.

2.0 CONTRACT REQUIREMENTS/ AND PERSONNEL QUALIFICATIONS

The Contractor shall perform the following tasks:

2.1 Project Design

2.1.1 Provide sample collection and storage material supplies to the government for tissue collection. Supplies shall include 96 well plates and/or vials for sample collection, reagents, pipette tips, cap strips, probes refrigerated sample storage units for holding samples prior to genotyping analysis, appropriate pre-paid shipping containers, and a sample record tracking system/method.

2.1.2 Provide for all shipping and courier related costs for the government to send and receive samples. Shipping containers/packages are expected to be provided to the government as part of the provided service. Samples must be picked up by the contractor from the government at least three (3) times per week. The contractor shall provide a drop box for samples to be placed for pickup and an online submission tracking system to identify samples. Samples returned to the government must be shipped to the Program Manager via overnight express at room temperature but need not be refrigerated. Samples shall be picked up from and returned to the Government site located at 9000 Rockville Pike, Bethesda, MD 20892.

2.1.3 Store all provided samples and remaining biological tissues appropriately (according to protocol) for preservation for six (6) months after receipt from the government. Stored samples and remaining tissues shall be in maintained in such condition that subsequent nucleic acid analyses may be performed. Stored samples shall be returned to the government via overnight delivery upon request. Upon holding for 6 months, the contractor shall keep a database of samples and obtain approval from the government to either return or destroy samples. The government may request samples to be returned at any time during the 6-month storage. 2.1.4 Complete all DNA extractions, PCR assays, and analyses within 72 hours of contractor receipt of samples.

2.2 Testing:

2.2.1 Perform DNA extraction and isolation from biological samples provided from rodents, including rodent tail clips, ear punch, and toe clip samples.

2.2.2 Perform quality assurance analysis on 1% of the samples provided each week from the previous week. Quality assurance results shall then be provided to the government within one week. Additionally, all concerning items shall be reported to the Government program manager immediately.
