About this file

The document is a Proposers' Questions and Answers document for the Broken Lance Drive Improvements project by the Town of Breckenridge, Colorado, dated 11/12/24. The project involves infrastructure upgrades and pavement improvements along Broken Lance Drive, with questions and answers addressing various technical aspects of the construction, including bid items for excavation, demolition, backfill, water line work, and transit turnout construction. The document covers specifics about road alignment, cuts and fills, demolition of existing infrastructure, water line lowering, pipe filling, testing procedures, and bus stop shelter installation.

The questions and answers provide clarity on contract requirements, with key clarifications including that testing services will be contracted through the Town and not the selected contractor, eliminating the need for proposers to include testing costs in their proposals. The document specifies measurement and payment methods for various bid items, confirms details about guard rail specifications (galvanized), and provides guidance on items such as traffic control, water line work, and utility service testing. Notable details include assumptions about temporary water service (none required) and coordination requirements with the town engineering department for specific elements like power connections for bus stop lighting.

Broken Lance Drive Improvements Proposers’ Questions and Answers as of 11/12/24

Questions in black print. Answers in red print.

1. There are cuts/fills associated with the alignment for the new road, what bid item should these be included in?

a. For cuts associated with the new road alignment, see bid item 8:

Excavation. Note that removal of existing asphalt (assumed at 6” thickness) is included under bid item 6: Demolition. Fills associated with the alignment for the new road should be included under bid item 34: Backfill.

The estimated quantity of backfill in CY for the bid item includes backfill for the new road. The bid item for backfill should read:

“a. This item includes all labor, material, and equipment for backfilling the headwall, wingwalls, and precast bridge unit, and for backfill under the new road.

b. Measurement: Measurement for payment will be made by the cubic yard

c. Payment: Payment will be made at the contract unit price per cubic yard.”

2. With changing the demo item to a SF, should we still include the other items in the demo item IE 60” culverts, inlets, storm manhole, concrete sidewalk, culvert pipe etc? The price for the asphalt demo may look very expensive because the other items will be included.

a. This comment is noted and other demo items (e.g. 60” culverts, inlets, storm manhole, concrete sidewalk, culvert pipe etc.) not captured in other bid items should still be included as incidental to the bid item 6.

3. Following up with the Broken Lance project, it looks like there is some mention of the Contractor being responsible for testing in the project specifications. This example can be found on Page 90 of the PDF under Section 02321 Excavation, Backfilling, and compaction for Structures:

It is our preference to be contracted through the Town but want to be sure that this will be an option on this project despite the language in the specifications.

a. The testing services will be contracted through the Town not through the selected contractor. Proposers do not need to include a cost estimate for testing in their proposal.

4. Is the guard rail galvanized or Corten?

a. Refer to CDOT Specifications Section 710, Page 710-1. These beams shall be galvanized per this specification.

5. Plans and specs for bus enclosure?

a. Bus stop plans and details are in the Town of Breckenridge Standard Details (see attached pdfs). See Drawing R5 (Sheet 29) for modification to the Standard Detail.

6. What are the desired storm manhole sizes?

a. Refer to Town of Breckenridge Engineering Standards – Chapter 6, Stormwater Standards, Paragraph 6.7.1.5.

7. Bid Item 1: Traffic Control and barricades should be included in this item or Item #2?

a. All traffic control should be included as part of Bid Item #2 – Traffic Control

8. Bid Item 3: Can you provide average and peak flows for the bypass?

a. We don’t have the flows for the sanitary sewer at this time. For the proposal cost estimate, state your assumption and cost for the assumption. After selecting a contractor from the proposal more investigation and coordination to get a flow will be performed.

9. Item # 10 calls for 2 locations for lowering the 8” DIP, There doesn’t appear to be any drawings for station 36+77.24 to 37+39.25?

a. Station 36+77.24 to 37+39.25 is the Broken Lance Road stationing where the water line will go under the bridge. The waterline has separate stationing and the waterline lowering is between stations 27+53.25 to 28+16.26 for the waterline stationing. Details for the waterline lowering are shown on Sheet C5 (Sheet Number 55).

10. Bid Item 10: Would it be possible to install the new 8” water line under the bridge and tie it into the existing water line on each side of the bridge rather than lowering the existing line?

a. There is a new 8” waterline installed under the bridge and the new waterline will connect to the existing waterline at the beginning (Waterline Station 1+00) and end (Waterline Station 32+82.30) of the waterline construction.

11. Bid Item 11: Is the intent to fill the entire 6” line with flow fill?

a. Yes

12. Bid Item 12: Is the intent to fill the existing ¾” pipe with flow fill?

a. Yes

13. Bid Item 13: Is the intent to fill the entire 4” line with flow fill?

a. Yes

14. Bid Item 14: Will these be visually inspected for leaks or is there another testing procedure?

a. Refer to Town of Breckenridge Water Construction Standards (December 2020), Paragraph VII: Pressure Testing and Flow Testing for requirements for all piping and service lines.

15. Bid Item 15: How will these services be tested but still provide water service to the building? Is temp water service required?

a. For purposes of cost estimating, assume no temporary water will be required. Testing and sequencing for water service switchover will be coordinated with Owner and selected Contractor.

16. Bid Item 16: How will these services be tested but still provide water service to the building? Is temp water service required?

a. For purposes of cost estimating, assume no temporary water will be required. Testing and sequencing for water service switchover will be coordinated with Owner and selected Contractor.

17. Bid Item 17: How will these services be tested but still provide water service to the building? Is temp water service required?

a. For purposes of cost estimating, assume no temporary water will be required. Testing and sequencing for water service switchover will be coordinated with Owner and selected Contractor.

18. Bid Item 24: Can this be switched to a unit price?

a. No. Drawings may be used to calculate volume for lump sum pricing.

19. Bid Item 30: Does the 1700 cy quantity of excavation (line 8) include the excavation that will be required for the bridge excavation?

a. There is a bridge at this location already. Any minor excavation associated with the removal of the existing bridge would be incidental to bridge installation.

20. Bid Item 31: Please provide structural drawings for the bus stop.

a. Bus stop plans and details are in the Town of Breckenridge Standard Details

(see attached pdfs). See Drawing R5 (Sheet 29) for modification to the Standard Detail.

21. Bid Item 34: Does this item include the backfill of the bridge and the area above the bridge?

a. Yes.

22. Bid Item 45: Please provide information about the bus stop shelter and the light post. How will the light be powered?

a. Contractor to coordinate with town engineering department for connection to existing power drop. Assume nearest light post is 300 ft away from proposed bus stop light post.

23. Bid Item 46: Please provide a detail for the seepage Trench?

a. The seepage trench detail is on Sheet T2 (Sheet Number 12)

24. Bid Item 49 and 50: What is the desired size of these manholes?

a. Refer to Town of Breckenridge Engineering Standards – Chapter 6, Stormwater Standards, Paragraph 6.7.1.5.

25. The contract documents have conflicting information about QAQC testing, one location states that the contractor is to supply and another section states that the owner will supply. Please advise.

a. The testing services will be contracted through the Town not through the selected contractor. Proposers do not need to include a cost estimate for testing in their proposal.
