About this file

This document is a Questions and Answers document for the Town of Breckenridge's Recreation Center Ballfield Pavilion project, dated August 5, 2024. The document details responses to potential bidders' inquiries about various project aspects, including procurement method, construction timeline, and technical specifications. The project will be competitively bid, with construction planned to start in Spring 2025, contingent on weather conditions. The scope encompasses electrical work involving pedestrian and pavilion lighting, plumbing for bathroom facilities and water filling stations, and potential spectator accommodations.

Key additional details include the Town's flexibility on pavilion layout, with an openness to bidder proposals for spectator spaces. The project will require compliance with Breckenridge Town Code for exterior lighting and will involve new landscaping with irrigation. The Town will separately procure the geotechnical study, and there are no specific goals for Minority/Women-owned Business Enterprise (MWBE) or Disadvantaged Business Enterprise (DBE) participation. The project is located at Kingdom Park and aims to enhance baseball field accessibility, visibility, and functionality, with a focus on meeting Americans with Disabilities Act (ADA) requirements.

Recreation Center Ballfield Pavilion

Questions and Answers

August 5, 2024

Below are the questions and answers received by the Town for the project.

1. Will the Construction documents be competitively bid, or will this be a hard bid?

Response: Competitively bid

2. Is there a preferred date to start construction?

Response: Spring 2025, specific start date is weather dependent.

3. Electrical Scope of Work

a. Does the project include pedestrian lighting around or to/from the pavilion?

Response: Yes, if you can provide some lighting in the area for public safety that would be beneficial. Town would require lighting compliance per the Breckenridge Town Code – Title 9: Land Use and Development –Chapter 12: Exterior Lighting Regulations and per the Town of Breckenridge Engineering Standards Section 5.18: Street Lighting.

b. Does the project include lighting under the pavilion (if you have night games)?

Response: Provide lighting sufficient for public safety under and around the pavilion area. Town would require lighting compliance per the Breckenridge Town Code – Title 9: Land Use and Development – Chapter 12: Exterior Lighting Regulations and per the Town of Breckenridge Engineering Standards Section 5.18: Street Lighting.

4. Mechanical Scope of Work

a. It appears the plumbing scope consists of bathroom accommodations (i.e., toilets and sinks) and water filling stations. Are there any other plumbing features associated with the project?

Response: Irrigation for new landscaping would be required.

b. Is the pavilion just for the bathroom/janitor/storage accommodations or does it also include an open-air seating area (perhaps for picnic tables)?

Response: The Town is looking for ideas on layout for the pavilion so include what you think is best in the proposal for the space. The Town would like to see some ideas for accommodations for spectators.

5. Are there no goals associated with this work for MWBE or DBE participation?

Response: No goals are set for work for MWBE or DBE participation.

6. Are you able to confirm if the design team will be responsible for a geotechnical study or will the Town be procuring that separately?

Response: The Town will procure the geotechnical study.
