About this file
This is a Proposer RFP Checklist document for the City of Santa Monica's Community Development Department related to building and safety plan check services. The City is seeking qualified consulting professionals or firms to provide comprehensive online plan reviews for architectural, structural, mechanical, electrical, and plumbing projects using ProjectDox software. The procurement targets approximately 3,000 plan checks annually, focusing on large commercial and residential developments requiring compliance with California Building Standards Code and local municipal codes. The RFP was released on June 24, 2025, with written questions due by July 7, 2025, and proposal responses required by August 4, 2025 at 3:00 pm. The contract period is anticipated to be three years. The checklist emphasizes the importance of attending any pre-proposal conference, reviewing all formal addenda issued through the City's ProcureNow vendor portal, following specified response formats, and ensuring timely submission, as late proposals will not be accepted.
The compensation structure will be based on hourly rates for personnel, with separate rates for standard and expedited plan checks, including fringe benefits, indirect costs, and profit. Consultants must hold current licenses from the California State Board of Professional Engineers, Land Surveyors, Geologists, or the California Architects Board. The RFP evaluation criteria include experience and technical competence (25 points), project team qualifications (25 points), project approach (20 points), cost (20 points), and quality control (10 points). Proposers must comply with comprehensive insurance requirements including commercial general liability, automobile liability, workers' compensation, and professional liability insurance with coverage limits ranging from $1,000,000 to $2,000,000. The contract will be entirely remote with no on-site work required. The RFP does not indicate specific set-aside designations, and the City reserves the right to select the most qualified proposer, which may not necessarily be the lowest-cost bid. The checklist instructs proposers to review the RFP documentation thoroughly, acknowledge all addenda, submit signed acknowledgments, and provide point-by-point responses to all requirements in a clear and concise manner.
