About this file
This Proposer RFP Checklist document outlines procedural requirements for the City of Santa Monica's 2025 Art of Recovery Production Partners Request for Proposal. The RFP seeks proposals from organizations, arts and cultural producers, collectives, groups, and individuals to collaborate with the City and local artists in creating and implementing art projects and events throughout Santa Monica. Questions regarding the RFP were due by October 16, 2025, with final proposals required by November 20, 2025, at 3:00 pm. The contract term extends for three years with potential for two additional one-year renewal options. The City will evaluate all proposals based solely on submitted materials, emphasizing the proposer's ability to support artists, facilitate community engagement, and advance the City's strategic priorities including economic growth, cultural vitality, justice, equity, diversity, and sustainability.
Proposers must acknowledge all addenda issued for the RFP and submit responses in the format specified within the solicitation documents, which are available through the City's online vendor portal, ProcureNow. Insurance requirements include Commercial General Liability coverage of $1,000,000 per occurrence, Automobile Liability coverage of $1,000,000 per accident, and potential Workers' Compensation insurance, with insurers authorized to conduct business in California and holding an A.M. Best rating of at least A:VII. The program has historically distributed $1,486,667 in city funding and $539,966 in partner funding, supporting 82 projects, 144 in-person events, and engaging 792 creatives. The RFP does not specify set-asides or incumbent vendor restrictions, indicating a broadly inclusive approach to eligible respondents. Late proposals will not be accepted.
