About this file

This document is an email chain between the City of Santa Monica's Cultural Affairs team (Allison Ostrovsky and Natalie Marrero) and GCAP Services regarding a Request for Proposals (RFP) for the Art of Recovery (AoR) grant initiative. The RFP seeks organizations, arts and cultural producers, collectives, groups, and individuals interested in collaborating with the City and artists to create and implement art projects or events in Santa Monica. Art of Recovery Production Partners will support project implementation by providing space, facilitating space usage, and/or offering production services, with partners historically operating in performing arts and potentially expanding to visual art works.

The email chain primarily documents the team's ongoing efforts to determine whether prevailing wage requirements apply to this RFP, with multiple follow-ups to Kim Morales from GCAP Services seeking a definitive response. Kellee MacDonald advised that the RFP submission should be delayed until after July 1 due to fiscal year solicitation deadlines, and recommended obtaining a prevailing wage determination before submitting the RFP for review. Ultimately, Kim Morales confirmed that the proposed work would not be covered under prevailing wage regulations, which was a critical piece of information the Santa Monica team needed to proceed with their RFP submission.

Hi Steven, Natalie (cc’d) and I are working on an RFP that we will be submitting in July. The final item we are waiting on is an email re: the prevailing wage. We have emailed both Kim and Sylvia multiple times (see correspondence below) and have not heard back. If you are able to help us with this request or have a suggestion, we would appreciate it.

Thank you, Allison

Hi, If you are not getting a response from Kim, loop in Steven Hull, he deals directly with Kim and may have a better response.

Keep in mind that we are not accepting RFP requests until July, so that does give you time to receive a determination.

Hi Allison, I haven’t seen the project, but determination needs to be uploaded before you submit it for review. Is there any part of the scope that would involve installation (hanging art etc)?

The deadline to post solicitations for this fiscal year has expired, please release it into workflow after July 1.

Good morning Kim and Sylvia, I’m following up on this request. We have an RFP that we need to post ASAP and in order to do so we need an email from you letting us know whether or not prevailing wage will be required.
