About this file
This is a Proposer RFP Checklist document for the City of Santa Monica's 2025 Art of Recovery Production Partners initiative. The City is soliciting proposals from organizations, arts and cultural producers, collectives, groups, and individuals to collaborate on creating and implementing art projects and events in Santa Monica. The RFP was posted on October 9, 2025, with questions due by October 16, 2025, and final proposals due on November 20, 2025, at 3:00 pm. The contract term is initially three years with potential for two one-year renewals. Proposers must attend the pre-proposal conference if offered, submit questions during the designated period, review all formal addenda issued through the City's ProcureNow vendor portal, and acknowledge receipt of each addendum with their response. Proposals must follow the required format, provide point-by-point responses to all sections, and be submitted on time, as late proposals are not accepted.
The checklist emphasizes that proposals will be evaluated solely on information and materials provided by respondents. Proposers must review the RFP documentation thoroughly before submission to ensure all requirements are addressed. The historical program data indicates support for 82 projects, 144 in-person events, and engagement of 792 creatives with combined funding of $1,486,667 from the City and $539,966 from partners. Insurance requirements include Commercial General Liability coverage of $1,000,000 per occurrence, Automobile Liability coverage of $1,000,000 per accident, and potential Workers' Compensation insurance, with insurers requiring A.M. Best ratings of at least A:VII and authorization to conduct business in California. The RFP indicates no specific set-aside designations, suggesting a broadly inclusive approach to eligible respondents.
