About this file

This document is a Proposer RFP Checklist for the City of Santa Monica Fire Department's procurement of Emergency Medical Services (EMS) and Prevention Billing Services. The City seeks qualified organizations to provide third-party billing services for EMS transport and related expenses, as well as fire prevention billing encompassing fire and life safety inspections, annual fire permits, fire safety officer services, special event permits, and vehicle accident cost recovery billing. The checklist serves as guidance for prospective proposers and emphasizes the importance of reviewing the entire RFP document, attending the pre-proposal conference if offered, and submitting clarifying questions by the specified due date. All formal addenda and question-and-answer responses are posted on the City's online vendor portal, OpenGov. Proposers must submit responses in the required format with point-by-point coverage of all sections, acknowledge receipt of all issued addenda with signed documentation, and adhere strictly to all submittal deadlines, as late proposals are not accepted.

The checklist underscores that evaluation of proposals will be based solely on information and materials provided in the response, requiring proposers to carefully review the RFP document multiple times before submission to ensure all mandatory requirements have been addressed. Proposers must verify all critical dates and times listed on the RFP front page, including response and submittal deadlines, and check OpenGov regularly for any addenda issued throughout the procurement process.
