About this file
This is a Proposer RFP Checklist document issued by the City of Santa Monica, California for a Community Development Block Grant (CDBG) and HOME Administration and Technical Assistance contract opportunity. The checklist provides guidance for proposers submitting responses to the RFP and emphasizes the importance of thoroughly reviewing all RFP documentation, attending pre-proposal conferences if offered, and submitting questions by specified deadlines. Proposers are instructed to review formal addenda posted on the City's OpenGov online vendor portal, follow all formatting requirements specified in the RFP, and provide point-by-point responses to each section. The document stresses that proposals will be evaluated solely on the information and materials provided in submitted responses and that all addenda must be acknowledged with signed documentation accompanying the proposal submission.
The checklist mandates strict adherence to all submission deadlines and dates listed on the RFP front page, noting that late proposals are never accepted. Proposers must verify that no addenda have been issued prior to final submission and conduct a comprehensive final review of the RFP document to ensure all requirements have been addressed. The contract opportunity seeks qualified individuals or firms to provide ongoing administration, oversight, and technical assistance for program funds received through the U.S. Department of Housing and Urban Development's Office of Community Planning and Development. No specific pricing terms, set-aside information, incumbent details, funding amounts, or contract term and renewal options are detailed in this checklist document.
