About this file

This is a proposed repair plan document for the SC 116 Laurel Bay Pathway project in Beaufort County, South Carolina, in conjunction with the South Carolina Department of Transportation (SCDOT). The project encompasses repairs to an existing 10-foot-wide concrete shared-use pathway approximately 3.417 miles in length located on the north side of Laurel Bay Road from Trask Parkway (US 21) to the Laurel Bay Housing Complex within SCDOT's right of way. The scope of work includes muck excavation, borrow excavation, flowable fill installation, removal and disposal of existing pavement, and concrete sidewalk replacement. Repair locations are identified by station (STA) markers along the pathway, with specific issues documented including panel undermining, slope erosion, broken concrete panels, and areas requiring slope stabilization through seeding and topsoil placement. Estimated quantities vary by location, with total muck excavation spanning from 0.93 to 96.67 cubic yards per station, borrow excavation from 1.30 to 135.33 cubic yards per station, flowable fill ranging from 0.03 to 1.10 cubic yards per station, and concrete sidewalk replacement quantities from 11.10 to 33.30 square yards per location. The Invitation for Bid (IFB #042426) was issued with a non-mandatory pre-bid conference scheduled for Friday, April 10, 2026 at 2:00 pm via Teams, questions due by 5:00 pm on Wednesday, April 15, 2026 through the Procurement Portal, and bids due electronically by 3:00 pm EST on Friday, April 24, 2026. The contract award will be made to the lowest responsive, responsible bidder with a fixed contract time of 30 calendar days following the Notice to Proceed.

Bidders must be pre-qualified prime contractors on SCDOT's approved list and must provide bid security equal to five percent of the total bid amount, with performance and payment bonds each equal to 100 percent of the contract amount required upon award. Insurance requirements include workers' compensation, commercial general liability coverage of $1,000,000 per occurrence/$2,000,000 aggregate, comprehensive automobile liability of $500,000 combined single limit, and umbrella liability of at least $2,000,000. The procurement includes a Small and Minority Business Participation (S/MBE) Program requirement mandating good faith efforts to recruit S/MBE subcontractors and monthly compliance status reports to the Beaufort County Compliance Office. All contractors must register in the federal System for Award Management (SAM) and comply with Title VI of the Civil Rights Act, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, 40 CFR 33.240, and the Build America, Buy America Act (BABA), with applicable Davis-Bacon minimum wage rates required for the project. Beaufort County permit fees are waived by the county; however, contractors remain responsible for any city or town permit fees and licenses. Prices must remain firm for a minimum of 90 days. No specific contract award value or budget range is disclosed in the available procurement documents.
