About this file
This file is a Proposal Sample Template for a Notice of Funding Opportunity (NOFO) issued by the Public Diplomacy Sections of the U.S. Consulates General in Tijuana, Nogales, and Hermosillo. The funding opportunity seeks merit-based proposals to strengthen workforce readiness, promote safe border communities, and support a transparent information ecosystem in northwest Mexico. Proposals must address one of four objectives: (1) improve English language teaching capacity for binational economy participation; (2) advance STEM education through innovative, hands-on training leveraging U.S. technology and partnerships; (3) promote youth development and safer communities through sports diplomacy programs emphasizing leadership, teamwork, and drug-free lifestyles; or (4) strengthen journalists' capacity to use artificial intelligence and digital tools responsibly for enhanced reporting, accountability, and countering false narratives. The program is administered by the Department of State US Embassy Mexico under the Public Diplomacy Programs federal grant program (CFDA 19.040).
Successful proposals must demonstrate practical skills-building, strong partnerships with U.S. institutions, measurable outputs and outcomes, and sustainability plans. Programs should reach participants based on merit and reinforce U.S. interests in security, prosperity, and accurate information flow. Implementers are required to inform participants of the funding source and program purposes during implementation. The template provided serves as a sample format for applicants preparing proposals in response to this NOFO, guiding the structure and content requirements for submission.
