About this file
This is a Budget Narrative Template for the U.S. Consulate General Tijuana's Notice of Funding Opportunity (NOFO) titled "Building Skills, Strengthening Communities, and Advancing Innovation in Northwest Mexico." The template is designed for applicants seeking federal grants from the Department of State's Public Diplomacy Programs (CFDA 19.040) to support workforce readiness, safe border communities, and information ecosystem initiatives across northwest Mexico. The template requires detailed budget justifications across nine cost categories: Personnel (with position, salary rate, time allocation, and duration), Fringe Benefits (legally required benefits, insurance, retirement), Travel (domestic and international with purpose justification), Equipment (items over $10,000 with useful life exceeding one year), Supplies (items under $10,000 including materials and devices), Contractual (vendor services and sub-awards), Other (direct project expenses such as shipping and communications), Indirect Costs (using either Negotiated Indirect Cost Rate Agreement or De Minimis rate up to 15 percent of Modified Total Direct Costs), and Cost-Sharing (voluntary cash or in-kind contributions). Each budget line item must include quantity, unit cost, calculation, total amount, and detailed justification.
The template explicitly prohibits two categories of expenses: construction activities and alcoholic beverages. Indirect costs cannot include sub-awards exceeding $25,000, equipment, capital expenditures, rental costs, tuition remission, scholarships, fellowships, or participant support costs as defined in 2 CFR 200. Applicants addressing the NOFO's four objectives—English language teaching capacity, STEM education advancement, youth development through sports diplomacy, or journalists' artificial intelligence and digital tool training—must demonstrate practical skills-building, strong U.S. institutional partnerships, measurable outputs and outcomes, and sustainability plans. The template serves as a standardized budget submission document for merit-based competitive proposals where successful programs must reach participants based on merit and reinforce U.S. foreign policy interests in security, prosperity, and accurate information dissemination.
