About this file
This Proposal Requirements document outlines submission standards for the City of St. Petersburg's consulting services solicitation to design, develop, and implement a Non-Ad Valorem Special Assessment Program for fire protection and rescue services. Proposals are due September 22, 2026. The City seeks a qualified assessment methodology consulting firm to establish a fair, equitable, and proportional rate structure compliant with Florida case law and Section 197.3632, Florida Statutes. The service area comprises the incorporated City of St. Petersburg and a portion of unincorporated Pinellas County, though the assessment program itself covers only the incorporated city area. The solicitation includes a Base Agreement template, and selected vendors must address performance and payment bonds as outlined in the RFP package.
Proposers must submit a continuous PDF document containing five required components in order: a transmittal letter (maximum two pages) with firm contact information and contract signatory designation; qualifications and experience of the firm and staff, including an organizational chart showing reporting relationships and two-page resumes for all key personnel with academic qualifications, professional registration, and project-relevant experience; a detailed project approach including the proposed schedule, key activities, deadlines, and deliverables; a completed cost analysis; and a Business Enterprise Outreach and Utilization plan addressing Small Business Enterprise (SBE), Minority Business Enterprise (MBE), and Women Business Enterprise (WBE) participation. The Business Enterprise Outreach section requires documentation of efforts to identify and contact City-certified SBEs, MBEs, and WBEs; planned capacity-building programs; detailed processes for ensuring small businesses receive adequate time and information to submit bids; past performance utilizing such enterprises within the last five years; and a completed Subcontractor Utilization Form.
