Base prices must remain firm for the initial three-year contract term, and any renewal period price adjustments may not exceed the U.S. Bureau of Labor Statistics Employment Cost Index percent change. The City's property portfolio consists of approximately 930 properties valued at $1.87 billion. Minimum qualifications require three years of property appraisal experience, Accredited Senior Appraiser (ASA) or Accredited Member (AM) designation, and Uniform Standards of Professional Appraisal Practice (USPAP) compliance. Evaluation criteria are weighted as qualifications and experience (30 points), project approach and methodology (30 points), cost analysis (30 points), and business enterprise program outreach and utilization (10 points). Proposers must address their status as Small Business Enterprises (SBE), Women Business Enterprises (WBE), Minority Business Enterprises (MBE), or Veteran-Owned Businesses and describe planned utilization of these programs, outreach efforts to engage subcontractors, and past performance on projects within the last three years. The contractor must maintain comprehensive insurance coverage including commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), commercial automobile liability ($1,000,000 combined single limit), and errors and omissions/professional liability insurance ($1,000,000 per occurrence). No incumbent vendor has been identified for this procurement.

Proposal Requirements
Instructions: The Response must include the following information in the order listed. Please upload responses to the following in one continuous PDF labeled as “Proposal Requirements.”
1. Transmittal Letter Offerors must submit a transmittal letter (maximum two pages) on the firm’s letterhead.
The transmittal letter must include the name, address, phone number and e-mail address for the offeror’s contact, and must specify who would be the firm’s signatory to any contract documents executed with the City. The transmittal letter may include other information deemed relevant by the offeror.
2. Qualifications and Experience of Firm and Staff
A. Describe the organization’s experience delivering the Scope of Services outlined in the RFP B. Describe how the organization has successfully delivered the Scope of Services outlined in the RFP C. Provide one (1) sample report from a previous appraisal project to include the following:
1. Building Detail Report of appraised buildings/structures, with photos
2. Building Summary Report
3. Master Statement of Values (“SOV”)/Trending Report
4. Valuation Comparison Report
D. Describe the team that will be working to complete the Scope of Services, including position titles and roles of the individuals assigned to those roles.
1. Provide an organization chart showing (a) reporting relationships and responsibilities of the offeror and any other firms (b) reporting relationships and responsibilities of all key personnel (along with their firm affiliations)
2. Provide resumes for all key personnel in the RFP, including the offeror’s proposed project manager assigned to this contract. Limit resumes to two pages per individual and include:
A. Academic and professional qualifications B. Proof of Accredited Senior Appraiser (ASA) or Accredited Member (AM) designated C. Proof of Uniform Standards of Professional Appraisal Practice (USPAP®) compliance D. Experience as it relates to the project and to the individual's specified role on the project.
2. Project Approach The offeror should identify the process utilized on other significant projects as well as the process envisioned for the services identified in this solicitation. The proposer should also include within the project approach the process envisioned to interface with the City through the Project Manager.
A. Describe the methodologies, practices and techniques your firm will utilize for annual updates (e.g., CPI, Marshal and Swift/Boeckh Cost Index)
B. If subcontractors are contemplated, a description of the portions and monetary percentage of the work to be done by them.
C. Details on the equipment that will be utilized for services for the City.
D. Information regarding your firm’s technology hardware capabilities and software applications for analysis, reporting, and conducting business.
E. Any service or equipment innovations utilized that enhance results.
F. Detail your firm’s availability to provide services to include the number of days of advance notice required for mobilization.
3. Cost Analysis Each offeror shall submit a completed copy of the cost analysis with information regarding the fees for this project. The City has provided a sampling of locations that may be selected for in-person appraisals. Other locations may be selected during the term of the agreement. Newly acquired properties that are requested to be appraised shall be priced to the closest comparable location category on the sheet.
4. Business Enterprise Outreach and Utilization Proposers must indicate if the company is a SBE, MBE, WBE, combination; and describe how the company plans to utilize the various business enterprise programs in the company’s fulfilment of the contract. At a minimum, proposers must address the following:
A. Detailed description of your organization’s efforts to identify and contact City of St.
Petersburg SBEs, MBEs, and WBEs to inform them of opportunities to work as subcontractors for this proposal.
A. Attending relevant opportunities offered by the City’s Office of Supplier Development including outreach events and matchmaking sessions.
B. Documentation of planned or prior outreach efforts B. Planned efforts such as mentoring, training, and other capacity building programs for SBE, MBE, and WBEs.
C. Detailed description of your organization’s process for ensuring small businesses have enough time and information to provide your firm with bids.
A. Description of how your firm considers SBEs, MBEs, and WBEs in the development of proposal and bid packages. ii. Explanation of how your firm ensures SBEs, MBEs, and WBEs understand the bid and specifications and are able to learn ways to improve.
D. Provide past performance in utilizing SBEs, WBEs, and WBEs on past projects within the last three (3) years.
E. Provide a detailed Subcontractor Utilization Form
