About this file

This Proposal Requirements document outlines the submission guidelines for the City of St. Petersburg's competitive solicitation (RFP No. 7793) for property appraisal services. Proposals must be submitted as a single continuous PDF and include a transmittal letter, qualifications and experience documentation describing the firm's delivery of appraisal services along with one sample report containing building detail reports with photographs, building summary reports, master statements of values with trending reports, and valuation comparison reports, and resumes for all key personnel including the project manager with proof of Accredited Senior Appraiser (ASA) or Accredited Member (AM) designation and Uniform Standards of Professional Appraisal Practice (USPAP) compliance. The proposal must also detail the project approach including methodologies for annual updates, subcontractor involvement with monetary percentages, equipment and technology capabilities, service innovations, and mobilization availability; a completed cost analysis form; and a comprehensive business enterprise outreach plan addressing efforts to identify and contact City of St. Petersburg Small Business Enterprises (SBEs), Minority Business Enterprises (MBEs), and Women Business Enterprises (WBEs) as potential subcontractors. The RFP was released March 27, 2026, with a questions deadline of April 21, 2026, and a proposal submission deadline of May 12, 2026, at 3:00 p.m. via electronic submission through OpenGov. The contract term is three years with an optional two-year renewal period, with services to include annual appraisals and re-appraisals of City-owned buildings and structures conducted during a designated one-week inspection window, typically in August or September, with supplemental appraisals for newly acquired properties and annual update services for all properties.

The annual budget for appraisal services may not exceed $15,000 per appraisal year, with all costs including labor, per diem, travel, and reporting included in proposed fees with no additional charges permitted. Base prices must remain firm for the initial three-year contract term, and price adjustments in any renewal period may not exceed the U.S. Bureau of Labor Statistics Employment Cost Index percent change for the preceding twelve months. The solicitation encourages voluntary participation by SBEs, WBEs, Veteran-Owned Businesses, and MBEs located in the Tampa Bay Region, though no minimum participation levels are required and proposers will not be deemed non-responsive for zero participation amounts. No incumbent vendor has been identified for this procurement. Evaluation criteria are weighted as follows: qualifications and experience (30 points), project approach and methodology (30 points), cost analysis (30 points), and business enterprise program outreach and utilization (10 points). Minimum qualifications require three years of experience in property appraisal services, ASA or AM designation, USPAP compliance, and qualified staff capable of conducting in-person appraisals. The contractor must maintain comprehensive insurance coverage including commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), commercial automobile liability ($1,000,000 combined single limit), workers' compensation as required by Florida law, and errors and omissions/professional liability insurance ($1,000,000 per occurrence), and must comply with registration, background screening, and credential requirements as applicable.
