Proposal Instructions and Evaluation Criteria, PWS 22-2D6
Section I. Instructions to Offerors
1. Offerors are required to be registered in System for Award Management (SAM) at the time an offer is submitted.
2. The Government will not reimburse any proposal preparation costs or other expenses incurred to respond to this notice.
3. The Government may reject any or all proposals/quotations. The Government reserves the right to cancel this solicitation at any time. The Government will not reimburse any proposal preparation costs or other expenses incurred to respond to this notice.
4. The Government intends to make multiple BPA awards without discussions. However, the Government reserves the right to limit the number of BPA awards for economy and efficiency purposes, and estimates (but is not limited to) a maximum of 6 awards, and may do so based on any of the three factors below. Proposals should be submitted initially on the most accurate and favorable terms from a price and technical standpoint. Offerors should not assume they will be contacted or afforded an opportunity to clarify, discuss, or revise their proposals.
5. File Format: Offerors should submit all proposal files in Microsoft Office product or Adobe PDF formats.
6. Restrictive or Proprietary Data: Offerors that include in their proposals data that they do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, shall –
a. Mark the title page with the following legend: “This proposal includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed -- in whole or in part -- for any purpose other than to evaluate this proposal. If, however, a contract is awarded to this Offeror as a result of -- or in connection with -- the submission of this data, the Government shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. This restriction does not limit the Government’s right to use information contained in this data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets [insert numbers or other identification of sheets].” and,
b. Mark each sheet of data it wishes to restrict with the following legend: “Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal
7. The proposal shall be submitted and evaluated in two phases:
a. First, Offerors shall submit the technical and past performance volumes (together) first. The Government will evaluate if the offeror is technically capable to meet requirements in Factor 1 (a) – (c). Offerors that are not, will be excluded and not considered further.
b. Second, the Government will notify the offeror to submit their price proposal and will provide the technical data package (TDP). The Government will evaluate the Factor 1 (d) & (e), the past performance factor, and (when received) the price volume. )
8. Offerors shall provide the following:
Factor 1. Technical Volume
Each offeror is to provide sufficient detail (limited to a combined total of 5 pages) to demonstrate their capabilities to perform the requirements in the performance work statement (PWS 22-2D6) in order to perform and deliver individual BPA orders, specifically demonstrating the offeror’s own (in-house) established capability in:
(a) performing PCB Assembly and/or PCB Fabrication in-house (not subcontracted);
(b) perform a wide range of PCB Assembly and Fabrication activities, from simple to complex designs, and to include quality assurance and/or quality control, and on schedule
(c) rapidly provide/procure adequate electronic components to meet tight PCBA production deadlines, when in absence of Government Furnished Material (GFM)in-whole or in-part,which must also describe the process used to maintain chain of custody from Original Equipment Manufacturer (OEM).
Please see Table 1 in Evaluation section below.
DMEA desires to have some offerors with ITAR and/or Trusted capability. This capability is not required to be considered technically acceptable.
(d) perform orders with International Trafficking in Arms (ITAR) requirements;
(e) perform order with Trusted Requirements (DoDI 5200.44);
Factor 2. Past Performance Volume Each offeror may provide Government or commercial contracts/orders that are considered recent and relevant to the subject solicitation. Recent projects are those that have been completed (or have been awarded with substantial accomplishment to date and are still in progress) by the offeror (either Fabrication or Assembly, or both), within the last three years. The Government may provide greater weight to Offerors who provide evidence of significant experience in both PCBA and PCBF. Relevant projects are those projects with similar scope described in the Performance Work Statement (PWS 22- 2D6) (limited to a combined total of 3 pages). Information for each contract/order shall include current point of contact (POC) information (name, telephone numbers, and email address for each POC), value, duration, completion status, and (for Government contracts/orders) contract/order number. See past performance evaluation below.
Price
There is a Technical Data Package (TDP) required in order to fully respond to this RFP, consisting of two zip files, one for Assembly and one for Fabrication.
As mentioned above, offerors who are determined capable of performing the requirements of Factor 1 (a) – (c), will be provided a copy of the TDP and requested to submit a price volume as described below. Offerors that cannot demonstrate these (Technical Factor (a) – (c)) are considered to be technically capable will be excluded and not considered further, nor provided a copy of the
TDP.
The TDP provides a bill of material required, and provides a possible vendor link for parts reference. Please note that the BOM and links are provided to support a 100 unit production run, but may not account for any minimum purchase requirements and do not account for specific spare ordering that a vendor may want. Based on the TDP, each offeror shall provide a schedule of unit prices for the attached DireWolf PCBAs, in the quantities of 50, 100, and 200, as specified in the attached SOW. Additionally, the Offeror may provide different schedules of prices for different delivery dates, as seen in the table below.
Unit Price Proposal - Schedule Qty Delivery within ___ days of BPA order placement
(leaving adequate time for delivery of GFM and potential alternative component approval)
(20 day) Unit Price
(30 day) Unit Price
(45 day) Unit Price
50 $ $ $ 100 $ $ $ 200 $ $ $
NRE $ $ $
NRE: If separate non-recurring engineering (NRE) costs (e.g. set-up, layout, shipping, etc.) are required, ensure that they are provided in the last row of the table above.
Offerors MUST indicate what portions of the effort are subcontracted (Fabrication or Assembly, if any) and identify the subcontractors. For the purposes of this factor: suppliers (vendors) for passive components, active components, or basic materials (solder, etc.) are not considered subcontractors.
However, per Factor 1: Technical above, offerors must also describe the process used to maintain chain of custody from OEM so offerors should identify the potential sources of parts/components.
As indicated in the Blanket Purchase Agreement (Attachment 2), paragraphs 6 and 12, prices to DMEA shall be as low as or lower than those charged the BPA holder's most favored customer for comparable quantities/services under similar terms and conditions, in addition to any discounts for prompt payment.
Offerors shall provide a detailed explanation regarding general pricing methodology.
Section I. Evaluation
In accordance with the simplified acquisition procedures of FAR 13, DMEA will evaluate all responses received using the evaluation criteria listed below:
(a) The Government will award BPAs resulting from this solicitation to all responsible Offerors whose proposal, conforming to the solicitation, represents a qualified and capable PCBA firm that can provide value to the Government and demonstrates the ability to deliver rapid PCBA units.
While pricing information will be evaluated, fair and reasonable prices will be determined on individual orders.
Factor 1 Technical will be evaluated based on an acceptable/unacceptable basis, as follows:
The Government will evaluate each offeror’s proposal to determine if the offeror is technically capable to address the requirements (a) – (c) below, as further described in the PWS (22-2D6) (Attachment 1) in order to perform and deliver individual BPA orders. Based on the context in PWS 22-2D6, the Government will evaluate the offeror’s capability to:
(a) perform PCBA Assembly and/or PCB Fabrication in-house (not subcontracted);
(b) perform a wide range of quality, reliable PCB Assembly and Fabrication, on schedule
(c) rapidly provide/procure adequate electronic components to meet tight PCBA production deadlines, when in absence of GFM (which must also address the process used to maintain chain of custody from OEM).
Technical Acceptability is as shown is Table 1 below.

(d) perform orders with International Trafficking in Arms (ITAR) requirements;
(e) perform order with Trusted Requirements (DoDI 5200.44);
DMEA desires to have some offerors with ITAR and/or Trusted capability. However, these capabilities are not required in order to be considered.
Unclear or insufficiently described technical volumes may result in a determination that the offeror is not technically capable of (a) – (c) above, will be excluded and not considered further.
Factor 2 will be evaluated based on the past performance relevance rating and confidence assessment, as follows:
Any Past Performance information provided within the proposal will be evaluated along with (IAW FAR 13.106-2(b)(3)) DMEA’s knowledge of and/or previous experiences with the Offeror for supplies or services related to the requirements described in PWS 22-2D6.
The Government does not anticipate but may, at its discretion, send out past performance questionnaires or otherwise contact previous customers for/regarding any past performance experiences listed. In addition to the information to evaluation above, the Government may evaluate all past performance information received from any returned past performance questionnaires.
If submitted, each Offeror’s past performance experiences will be given a relevancy rating and a single confidence assessment will be given to the Offeror’s proposal, as described below.
Past Performance Relevancy Ratings Adjectival Rating Description Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
Performance Confidence Assessments Ratings Adjectival Rating Description Substantial Confidence Based on the offeror’s recent/relevant performance record, the
Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort
Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the
Government has no expectation that the offeror will be able to successfully perform the required effort.
Factor 3: Price
The Government will use the pricing information provided in the above (prior) pricing table to evaluate price for the offeror, to be used (1) in evaluation as well as to potentially* place an initial BPA order, immediately after BPA bilateral signature. Offerors should consider the BPA solicitation as a RFQ for this order, the Government does not anticipate issuing a subsequent RFQ to be able to fulfill this order. In total, the Government anticipates placing sufficient partial orders with BPA awardees to fulfill a 500 unit quantity, providing sufficient GPM components to each BPA awardee to whom a partial order would be placed. The Government reserves the right to:
(a) determine the order quantity and turnaround time (delivery), and the resultant unit price,
(b) determine the number of first BPA awardees necessary to place order with,
(c) order a greater number of units (between unit price schedules thresholds), using the next lowest unit price, in order to fulfill this 500 unit quantity. In accordance with Draft BPA Agreement paragraph 12(a), offers shall remain valid for a minimum of 14 calendar days from the proposal due date specified in the request for price proposal and TDP package.
*Not withstanding the order placement intention above, the Government reserves the right to place or not place orders at all and is under no obligation to issue BPA orders.
Offerors shall provide a detailed explanation regarding general pricing methodology, so that Government evaluators can reasonably understand how the Government will achieve prices as low as or lower than those charged the BPA holder's most favored customer for comparable quantities/services under similar terms and conditions, in addition to any discounts for prompt payment.
The Government reserves the right to request additional information to better understand an offeror’s general pricing methodology. The Government reserves the right to not award a BPA for insufficient pricing methodology information alone, apart from the evaluation of Factors 1 and 2.
Award
A written notice of award or acceptance of a proposal emailed or otherwise furnished to a successful Offeror within the time for acceptance specified in the offer, shall result in a binding agreement upon bilateral signature. In addition to the price factor instructions and initial order placement methodology discussed above, quotes for BPA order may be immediately requested upon the first bilaterally signed BPA among all offerors; at all times, only BPA holders (those with bilaterally signed agreements) will be sent competitive RFQs and may propose. (See BPA paragraph 12(a).)
