About this file
This is a Request for Information (RFI) issued by the United States Coast Guard (USCG) to conduct market research on technical support services for government and military shipbuilding projects. The USCG seeks to identify qualified vendors capable of providing support in shipyard-specific software platforms, quality assurance practices, knowledge transfer and documentation management, and federal shipbuilding experience. The document reference is PROPGLA_TECHSUP_SVC_RFI, and the applicable NAICS code is 541990. The anticipated Period of Performance is five years with an estimated start date of January 2027. Responses are due by June 10, 2026 (30 days after posting) and must be submitted via email to adam.b.muhsin@uscg.mil with the reference line "PROPGLA_TECHSUP_SVC_RFI."
The RFI requests 20 specific information items from respondents, including company identification and contact information, socioeconomic status, Unique Entity Identifier, required government resources, existing government contract vehicles (GWAC/GSA), preferred contract types (firm fixed price, cost-reimbursement, or hybrid), experience with shipyard software platforms, knowledge transfer and documentation management approaches, government and military shipbuilding project experience, quality assurance experience with NAVSEA standards compliance, NAVSEA inspector credentials, Integrated Logistics Support product review experience, Human Systems Integration support capabilities, and shipboard testing experience. This RFI is for market research purposes only; submission is voluntary and the government will not pay for any costs incurred. If the USCG proceeds with acquisition, a future solicitation may be published on SAM.gov or distributed through strategically sourced vehicles. Failure to respond may impact consideration for restricted competition awards, though the government reserves the right to pursue any procurement approach deemed appropriate.

COAST GUARD
Request for Information (RFI)
Disclaimer: There is NO solicitation at this time. This RFI is NOT a request for proposals; submission of any information in response to this request is purely voluntary; the Government will not pay for any costs incurred nor is it obligated to respond. Not responding to this RFI does not preclude participation in any future request for proposal (RFP), if any is issued. If a solicitation is released, it may be synopsized on the SAM.gov website or issued through any number of existing Government contract vehicles determined by the Government to be the best procurement approach (e.g., GSA Federal Supply Schedule (FSS), Government Wide Acquisition Vehicles
(GWACs), etc.). It is the responsibility of the potential offerors to monitor any related solicitation sites used by the Government for additional information pertaining to this requirement.
Agency: United States Coast Guard (USCG)
Document Reference: PROPGLA_TECHSUP_SVC_RFI
Purpose: The Coast Guard is issuing this Request for Information (RFI) to conduct market research and identify qualified parties interested in providing technical support services for government and military shipbuilding projects.
Specifically, the USCG seeks to understand industry capabilities related to shipyard-specific software platforms, quality assurance practices, knowledge transfer and documentation management, and experience supporting federal shipbuilding efforts. The Coast Guard is also seeking information on the resources or information vendors would require from the government to successfully perform this work.
Description
The applicable North American Industry Classification System (NAICS) code assigned to this procurement may be
541990.
After reviewing responses to this RFI, and if the USCG still plans to proceed with the acquisition, a solicitation announcement may be published on the government point of entry (SAM.gov) website or distributed to contract holders if a strategically sourced vehicle is deemed appropriate. It is the responsibility of the interested parties to monitor SAM.gov.
Failure to respond or submit sufficiently detailed information may result in a company not being considered a likely offeror when deciding on whether (or how) to set aside a solicitation for restricted competition. Regardless of the information submitted, the Government reserves the right to consider any arrangement as determined appropriate for this requirement.
Anticipated Period of Performance
The anticipated Period of Performance is five (5) years with an estimated start date of January 2027.
No proprietary, classified, confidential, or sensitive information should be included in your response to this
RFI. The Government reserves the right to use any information provided by respondents for any purpose determined necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.
