About this file

This is a Statement of Work (SOW) for technical support services to the United States Coast Guard's Polar Security Cutter (PSC) Project Resident Office Pascagoula (PROPGLA).

The Contractor shall provide on-site and surge support personnel for acquisition, logistics, configuration management, and technical support services supporting the USCG PSC program through pre-fabrication to post-delivery phases. The primary place of performance is Bollinger Mississippi Shipbuilding in Pascagoula, Mississippi, with services also available at contractor facilities and other local areas. The period of performance is twelve months from award with four one-year option periods. Key personnel must obtain government permission to telework and use government-furnished software to remotely access the Coast Guard network. The Prime Contractor must possess at least a SECRET Facility Clearance, with designated personnel holding SECRET Personnel Clearance (currently only the C5I Systems Engineering Technician requires this clearance). The Contractor shall provide 20 standalone laptops, 3 printers, and necessary network infrastructure to support tasking.

The SOW requires support across multiple technical and logistical areas: Quality Assurance surveillance and deficiency records management using the Navy's Technical Support Management (TSM) System and Electronic Trial Cards; C4ISR Combat Systems Technical Support; Technical Program Management Assistance; Testing Verification and Validation; Integrated Product Support covering logistics management and configuration management; Government Furnished Equipment property management; Project Management with Integrated Master Schedule analysis; Test Plan Management supporting 460-plus test procedures per hull; Government Furnished Material management of approximately 4,000 line items per ship; and Database Administration. Deliverables include a Kick-Off Meeting within seven business days of award, draft Project Plan by Kick-Off, final Project Plan within three business days thereafter, monthly status reports by the 10th of each month, and an Operations Security Plan within 45 days of award. Work involves industrial shipyard environments requiring personal protective equipment and physical abilities including moderate walking, lifting up to 50 pounds, and traversing steep stairways and ladders aboard ships under construction and underway.

U. S. COAST GUARD

POLAR SECURITY CUTTER (PSC) PROJECT RESIDENT OFFICE PASCAGOULA

(PROPGLA) TECHNICAL SUPPORT SERVICES

STATEMENT OF WORK

1.0 GENERAL

1.1 SCOPE

The purpose of this Statement of Work (SOW) is to obtain Contractor Acquisition, Logistics, Configuration Management, and Technical Support Services to support the United States Coast Guard (USCG) Project Resident Office Pascagoula (PROPGLA).

These support services require on-site personnel at PROPGLA facilities, and on-demand surge support to augment PROPGLA capability as dictated by ship construction issues and PROPGLA resource availability.

Specialties of work to be performed include: Quality Assurance (QA), C5I Systems Technical Subject Matter Expertise (SME), Engineering Technical Program Management, QA Process and Deficiency Records Management, Acquisition and Life Cycle Logistics, Configuration Management (CM), Government Furnished Equipment (GFE) Property Management, Project Management, Test Plan Management, Test Verification and Validation, Data Management, and Government Furnished Material (GFM) Management.

1.2 BACKGROUND

The USCG is acquiring highly capable Polar Security Cutters (PSC). The USCG PROPGLA is responsible to the USCG Surface Acquisition Directorate (CG-SEA-A6) for oversight and management of the production and delivery contracts for the PSCs that are being constructed at Bollinger Mississippi Shipbuilding (BMS) located in Pascagoula, Mississippi (MS). PROPGLA is co-located with BMS. The USCG PSC Program is currently building the first of three PSC Heavy Icebreakers. The PSC build cycle is approximately five years elapsed time from start of construction to delivery. The PSC Program is dynamic and requires flexibility and innovation. The functional design of the ship is complete, but there are still technical details and the 3D model to complete. This level of maturity will require constant contract assurance oversight and creativity to ensure the systems continue to remain effective and optimal to the fleet and to meet the contract requirements while maintaining cost, schedule and performance parameters.

1.3 PERIOD OF PERFORMANCE

The period of performance is twelve (12) months from the date of award with four (4) one-year option periods.

1.4 PLACE OF PERFORMANCE

The primary place of performance will be facilities provided for use by USCG PRO Pascagoula at Bollinger Mississippi Shipbuilding, 601 Bayou Casotte Parkway Pascagoula, MS 39581: at the PSC Office Complex, and LBTF/PIF facility on BMS property. Services may also be performed in other locations in the local area, e.g. contractor’s site. Contractor employees must obtain government permission to telework from home. The government may revoke telework permission at any time. Contractor employees must be remotely logged into the Coast Guard network using government furnished software described in section 3.1.2 to telework.

1.5 KICK-OFF MEETING

The Contractor shall attend a Kick-Off Meeting with the Contracting Officer (KO), the Contracting Officer’s Representative (COR) and other designated representatives at the Government’s facility within seven (7) business days after requirements award. The Kick-Off Meeting will be held at PROPGLA offices in Pascagoula, MS.
