About this file
This is a technical specification document issued by the Maine Department of Transportation (MDOT) for the procurement of a four-ton asphalt heater transport unit mounted on a standalone frame system designed to fit into a single-axle 34,000 GVW dump body. The equipment must be capable of reheating cooled hot mix asphalt or heating cold and reclaimed mix to specified temperatures and must comply with all applicable state and federal regulations and Maine Department of Labor Standards. The specifications require bidders to complete a comprehensive technical checklist indicating compliance with detailed requirements across eight major categories: standalone construction, hopper design, electrical systems, heating components, paint and finish, warranty terms, general specifications, and service requirements. Bidders must identify which specifications they meet using standardized notation ("X" for meeting specifications, "N/A" for items not available, "DI" for dealer-installed items, and "AE" for approved equal products), and any exceptions or deviations from specifications must be submitted on separate pages with detailed justification. The award will be made on a best value basis considering price, warranty coverage, manufacturer performance data, delivery schedule, and parts availability, with delivery required to MDOT Fleet Service in Augusta, Maine.
The specification document does not contain explicit pricing information, set-asides, or funding amounts within the technical specifications themselves. However, bidders are required to provide all-inclusive pricing covering labor, materials, and delivery costs necessary to complete the manufacture and delivery of the unit. Bidders must demonstrate service capability by providing a list of service center locations within 75 miles of each MDOT division headquarters (Scarborough, Augusta, Dixfield, Bangor, and Caribou) and must certify that they maintain trained service technicians and stocked repair parts in Maine. Additional requirements include provision of operator's manuals, parts and repair manuals, a minimum two-hour on-site training session at a location selected by the Bureau of Highway Maintenance, and manufacturer's standard warranty terms with clearly defined coverage and components. The specifications indicate a preference for established manufacturers with proven service infrastructure and performance history, as the Maine DOT reserves the right to reject any and all bids that do not meet the stated requirements or provide insufficient supporting documentation.
