About this file

This is a Statement of Work (SOW) for the repair of three propulsion shafts for United States Coast Guard vessels. The contractor shall repair port and starboard shafts according to specified technical requirements, including welding up coupling pin holes, addressing crevice corrosion, straightening shafts to specification, supplying and fitting standard keys, and installing new hex nuts and stainless steel pins. The work requires precise measurements of propeller shaft Total Indicator Reading (TIR) at multiple locations, with tolerances not exceeding 0.002 inches at the machined taper surface and coupling end, and 0.005 inches overall. Additional technical requirements include repairing keyways and fabricated keys per Coast Guard Drawing 49A BUSL 243-001, performing lapp fits on the starboard propeller, and ensuring minimum 60% propeller contact area through bluing surface analysis. All repairs must comply with Surface Forces Logistics Center Standard Specifications 0000 and 0740 (2014) and Coast Guard Technical Publication 3345.

The contractor must submit a comprehensive report detailing all measurements, inspections, and findings upon completion. Supporting technical drawings include shaft arrangement, bearing details, coupling specifications, propeller details, and rudder/steering gear arrangements. Notably, no additional repair work beyond the quoted scope shall commence without explicit written authorization from the Contracting Officer, and the government reserves the right to reject repairs after reviewing the condition and feasibility report. This is a small business set-aside procurement (NAICS 332710, 500-employee threshold) conducted as an Open Market Request for Quote, with quote submissions due September 9, 2026 at 12:00 p.m. EST and questions due by September 4, 2026. Evaluation will be based on technical experience, relevant experience with similar scope and complexity, and price reasonableness.
