WALK-THROUGH INSPECTION DATE, TIME, AND LOCATION:
9:00 a.m., EASTERN on Thursday, August 31, 2023, at the Menominee River Recreation Area Parking Lot located Piers Gorge Unit, Piers Gorge Rd, Norway, MI 49870 (45°45'32.90"N, 87°56'30.11"W)
MANDATORY (Check box if Mandatory)
PROJECT DESCRIPTION/SERVICES REQUESTED:
The Michigan Department of Natural Resources (MDNR) Parks and Recreation Division (PRD) is requesting professional architectural and engineering services for the study (Phases 100, 300 and 500) for the following scope items at the Menominee River Recreation Area – Piers Gorge Unit:
1. Scope Item #1: Establish ADA compliant parking at the parking lot: -
Review existing aggregate parking lot for compliance with the 2010 Department of Justice’s Standards for Accessibility and/or the United States Access Board’s Standards for Outdoor Developed Areas.
mailto:cadeaue@mcihigan.gov mailto:Freibergj2@michigan.gov mailto:barschj@michigan.gov mailto:pascoej@michigan.gov
Ensure the proper # of parking spaces are provided with the proper cross slopes, surfacing, and signing. The parking lot is proposed to remain gravel, therefore ADA accessibility within a gravel parking lot is the expected standards.
Items which may apply to this scope item:
1. Site survey
2. Topographic survey
3. Soil borings & soil analysis
2. Scope Item #2: Establish an ADA compliant accessible route to the vault toilet, kiosk, and trail head.
Review existing aggregate accessible route the primary public support features (vault toilet, informational kiosk, trash receptacle, picnic table, and trail head for compliance with the 2010 Department of Justice’s Standards for Accessibility and/or the United States Access Board’s Standards for Outdoor Developed Areas.
Perform a topographic survey to ensure that ADA compliant cross slopes and running slopes are met. Evaluate aggregate surfacing and compare to ADA standards for acceptable surfacing.
Perform site survey to determine if any alterations are required to improve ADA accessibility, that known site constraints or site features, are considered.
3. Soil borings & soil analysis
3. Scope Item #3: Establish an ADA compliant accessible route to “Pier #1”
Review existing route to “Pier #1” for compliance with the 2010 Department of Justice’s Standards for Accessibility and/or the United States Access Board’s Standards for Outdoor Developed Areas.
“Pier #1” is defined as the most downstream rapids (or white-water feature) that can be viewed from the Piers Gorge trail. These “Piers” are identified by post markers along the trail. The general intent of this scope item, and the primary intent of the project is to provide an accessible route to views of the Menominee River, and ideally, and accessible route which provides good views of Pier #1.
There are two small boardwalk stream crossings that occur within this section of trail that are desired to be replaced. EGLE permitting will apply for inland lakes and streams. Perform the data collection necessary to support permit pre-application meetings and permit submittals.
There is also a substantial rock outcropping that becomes present as you approach the Menominee River. It is theorized that the abrupt climb in elevation will have to be tapered over a much longer distance to achieve running slopes or ramps which meet ADA compliance. This may introduce the need for elevated boardwalks.
The consultant is asked to produce two (2) conceptual designs for addressing the stream crossings and for achieving an accessible route from the parking lot to a view of the Menominee River.
The consultant is also asked to produce two (2) conceptual designs for providing an observation structure of the Menominee River. One of these conceptual designs must include views of Pier #1.
The projects’ goal is to achieve ADA compliant accessibility from the parking lot to Pier #1. The proposed width of the trail is 6’ to 8’ in width.
The trail serves a secondary function as a corridor for providing emergency ATV access to the Menominee River in the instance that observers, kayakers, or white-water rafting enthusiasts experience a medical emergency.
The trail, boardwalk, and (if applicable) bridges must be able to support emergency ATV loading and entry and exit. ATV emergency access must be able to proceed beyond Pier #1. The scope of this project is to allow for passage of an emergency ATV and not to design beyond that exit point at Pier #1.
3. Soil borings & soil analysis
4. Bank full width analysis
5. Inland lakes and stream – stream crossing inventory data sheet
6. Provide two (2) conceptual ADA accessible trail options and cost options.
7. Provide two (2) conceptual ADA accessible observation platform options and cost estimates.
Budget:
A project budget of approximately $241,000 has been established exclusively for the construction and construction contingency for this project. Additional construction funding may be requested based on the outcomes of the Phase 100 Study.
