Project Description:
The Michigan Department of Natural Resources (MDNR) Parks and Recreation Division (PRD) is requesting professional architectural and engineering services for the study (Phase 100) of the following scope items at the Douglas Houghton Falls:
mailto:smithD76@michigan.gov
1. Scope Item #1: Establish driveway and parking area: - Establish entrance drive off M-26. Provide dedicated parking lot within the boundaries for State of Michigan ownership and/or within MDOT / Houghton County Road Commission ROW (given permission from those agencies). Parking lot to include a vault toilet and site information bulletin board.
2. Scope Item #2: Provide pedestrian path from parking lot to water fall viewing location(s) – Evaluate topography and other potential site constraints in providing 100% compliance with ADA accessibility while developing this public pedestrian route.
3. Scope Item #3: Provide pedestrian bridge crossing of Hammel Creek – Collect all data necessary to design and permit a pedestrian bridge across Hammell Creek to provide public access to the public viewing areas anticipated to be best vantage for public enjoyment at the site. Develop conceptual design and cost estimates for pedestrian bridge.
4. Scope item #4: Waterfall observation platform(s) – Collect all data necessary for conceptualizing the development of 1 or more observation platforms for viewing the waterfalls.
5. Scope Item #5: Safety barriers – Evaluate options for providing safety barriers to channel the public to a safe viewing location and to prevent public access to areas where danger is present.
Scope Item #1: Establish driveway and parking area
Study the establishment of public parking off M-26 and on the property owned by the State of Michigan (Department of Natural Resources). Perform field analysis of potential site constraints which may limit the development of parking at the site. A cost-effective wetland delineation is requested at the site. The collection of site and topographic surveys are anticipated. The DNR had previously investigated the site and it appears that there is an area that measures approximately 130’ x 80 available for parking.
Alternatively, conversations with the Michigan Department of Transportation and Houghton County Road Commission may be warranted to understand permitting considerations of allowing a portion of the DNR’s proposed parking lot to overlap into public ROWs administered by those agencies. An 18 to 24 car parking lot may represent a ballpark estimate of the space desired. If a greater number of parking spaces is possible, the DNR would be interested in pursuing it. Aggregate surfacing of the parking lot and entrance drive (except for a paved commercial drive approach) is all that is anticipated at this time. Permitting discussions should determine the need (or lack thereof) of a culvert for storm water management along the entrance driveway.
The study shall consider clear vision concerns for locating the driveway along M-26 at a location which provides safe entry and exit from the site.
The parking lot shall include 1-2 ADA parking space(s) with concrete parking pad and access aisle. The number of ADA parking spaces will be in accordance with the Department of Justice’s 2010 Standards for Accessibility. The ADA parking area shall connect to the waterfalls pedestrian path trail head via an accessible route. The ADA parking area shall connect to the vault toilet and bulletin board via an accessible route which includes concrete sidewalk.
The locations of a site entrance sign and 2 MDOT Brown & White recreation directional signs (1 from each approaching direction) shall be studied.
Items which may apply to this scope item:
1. Site survey
2. Topographic survey
3. Soil borings & soil analysis
4. Limited wetland delineation
5. Permits (MDOT ROW, potentially Houghton County Road Commission ROW)
Scope Item #2: Provide pedestrian path from parking lot to water fall viewing location(s)
Study the establishment of a public pedestrian path from the parking lot to the optimum falls viewing location(s). Perform topographic and site surveys to conceptualize alignments, grades, stream crossings, and proposed waterfall observation platforms. Determine if an accessible route can be provided and if so, under what conditions. Review other site constraints such as bedrock and wetlands to determine the impacts to permitting and budgets.
3. Soil borings & soil analysis
4. Limited wetland delineation
Scope Item #3: Provide pedestrian bridge crossing of Hammel Creek
Study the establishment of a public pedestrian bridge location for crossing Hammell Creek. Perform topographic and site surveys to conceptualize alignments, grades, stream crossing locations, and access to proposed waterfall observation platforms. Determine if an accessible route can be provided and if so, under what conditions. Review other site constraints such as bedrock and wetlands to determine the impacts to permitting and budgets.
Perform hydraulic analysis modeling to determine size of clear opening over Hammell Creek. Conduct pre-application meeting with EGLE inland lakes and streams and EGLE flood plain to ensure bridge elevation and other factors are considered during the conceptual design phase.
Provide 3 conceptual bridge design options and cost estimates for potential solutions.
3. Soil borings & soil analysis
4. Hydraulic analysis
5. Inland lakes and stream – stream crossing inventory data sheet
Scope Item #4: Waterfall observation platform(s)
Study the establishment of waterfall observation platforms overlooking Douglas Houghton Falls. Perform site reconnaissance and viewshed analysis to identify the optimum locations for viewing Douglass Houghton Falls. Evaluate bedrock structure and stability and provide 4 conceptual observation platform designs. This could result in 2 concepts each at 2 locations (4 total) or 4 concepts spread out over 4 separate locations (4 total, 1 at each location) or any other arrangement of 4 concepts total over any number of sites.
Rock cores and structural analysis of the supporting soils is requested to inform the project team of a safe and durable location for establishing observation platforms which provide safe viewing for the public.
Conceptual design should consider safety barriers as part of the structure and/or adjacent to the structure to support their design concepts. Additionally, concepts should include ADA accessibility viewing considerations so that individuals of all abilities can enjoy the view of the waterfalls.
3. Soil borings/rock cores & soil analysis
Scope Item #5: Safety barriers
Study the establishment of safety barriers to provide public safety protection at the site. Review concepts for site pedestrian path, stream crossings, observation platform location(s), and site boundary and provide recommendations for locating additional safety barriers for guarding the public against locations of the property that may poses a danger. Provide a minimum of 2 concepts for safety barrier type.
Budget:
A project budget of approximately $230,000 has been established exclusively for the construction and construction contingency for this project. Additional construction funding may be requested based on the outcomes of the Phase 100 Study.
Schedule:
The DNR wishes to construct the utility improvements during the 2024 construction season.
Occupancy:
The site will remain open to the public throughout the information gathering, study, and design phases.
PROFESSIONAL SERVICES:
