Bill Nicholls DNR Trail - Adams Township Trail Improvements February 27th, 2023
Design of trail corridor for 1.85 miles (sites BN124-4 to BN143-1) that includes replacement of 21structures, repair of 1 structure and the reconstruction of trail surface and ditching to ensure effective surface water transportation.
Project to include the Phase 500 work with Phase 600 and 700 services once construction funds are acquired:
Project may require a Phased approach due to cost and coordination efforts with Adams Township water line replacement project.
Work scope overview:
• Conduct 22 Site Surveys including a trail topographic survey to address ditch construction over 1.85 miles of the Bill Nicholls Rail Trail
• Incorporate trail ditch construction to address surface water flows. Removal of existing access roads and small valley fills should be part of the design consideration
• Trail width of 14’ with 2’ vegetative shoulders is preferred final surface design.
• Trail surface shall be capped with 23A gravel at a depth of 6”
• Bank stability is of concern at several sites and design to include slope restoration and/or protection within the 1.85 mile corridor.
• Collaboration with DNR FISH Division to meet aquatic pass ability and priority stream standards where necessary.
• Design shall review options (lower trail elevation, sheet pile, bank armoring, etc.)
to keep construction within the DNR ownership ROW (see spreadsheet for details). Possible Easement assistance if a new structure design must extend beyond the varied DNR ownership.
• Utilize HY-8 stream flow evaluation when required to meet a minimum 200-yr rain event for each structure.
• EGLE and USACE (if required) JPA - (preparation only as construction funds must be acquired before submittal)
• Bid packages per DTMB standards
• Engineers’ construction cost estimates
Project design influencing factors:
• The Adams Township water main is within this entire trail segment. This 16” watermain and communities it serves will impact both construction and design.
Ideally site replacement could coordinate with watermain replacement. Design of water bypass or support shall be coordinated in event that both projects would not occur together.
• Incorporate known and proposed utilities into design process.
• Natural passage of fish, reptile, amphibian, and mammals within the larger valley floors shall be considered during design.
• Commercial Logging activities will be occurring on this trail during its lifespan.
• Snowmelt and spring rains can combine to match or exceed 100-year storm models. This should be a consideration at locations and factor for requiring designs based on a 200-yr storm event.
• Most existing structures are original to the railroad construction and documented on the 1916 Val Map (V1-C_7) of the Copper Range Railroad.
• Logging access roads have been installed in many areas which have impacted the drainage patterns. These access points can be removed or redesigned within the DNR ROW. The use of hardened ditch lines may be used at locations providing needed access.
• When elevations vary greatly in valley at inlet and outlet the use of a stepped plunge pool outfall shall be utilized in lieu of a steeply pitched culvert. This design shall follow the bank slope with a rock stepping that is irregular in stepping and stone size.
• Clay soils are present within the area and soil borings may be required for some site designs.
Culvert Site Details:
• Culvert replacement design (based on above factors) shall utilize concrete at all locations below the watermain and a minimum 14-gauge poly coated CMP (24” and under) or 12-gauge poly coated CMP at all other locations.
• All concrete pipe joints shall be gasketed, mechanical tied and geotextile wrapped.
• All CMP pipe joints shall include wide bands, geotextile wrap, and possible gasketed joints when depth warrants.
• Ephemeral culvert inlets shall incorporate an end section with trash rack
• Culvert length, slope and flow forecast shall be reviewed to minimize the water velocity increase within culvert pipe.
• The existing valley floor has changed over the 100+ years since original construction. Several sites should be reviewed for modification of proposed structures to better align with natural surroundings and surface water flows.
DNR INDIVIDUAL SITE DESIGN RECOMMENDATIONS:
BN124-4 to BN125-1 DESIGN - Val map shows a small culvert that no longer exists. This section has multiple user constructed trails to access Painsdale. Preferred design would be to abandon the user created access points and construction ditching on north side directing surface flows toward BN125-1.
BN125-1 REPLACE FAILED STRUCTURE - Site was previously surveyed by UPEA as FEMA BN07. Review possibility of filling this small valley and raising the culvert. Also review creating a plunge pool stepped outfall in lieu of steep pitch culvert. Bank slope stability is a concern at this site.
BN125-1 to BN126-1 DESIGN - North side of trail should have a ditch line designed to carry surface flows toward BN125-1 and/or BN126-1
BN126-1 REPLACE FAILED STRUCTURE - Site was previously surveyed by UPEA as FEMA BN08. Review possibility of lowering the grade to improve grade bank slopes in addition to replacement of existing culvert. Bank slope stability is a concern at this site.
BN127-1 REPLACE FAILED STRUCTURE - Replace culvert with appropriately sized structure.
BN128-1 REPLACE FAILED STRUCTURE - Replace culvert with appropriately sized structure.
BN129-1 REPLACE FAILED STRUCTURE - Review possibility of lowering grade to improve grade bank slopes. Culvert is below existing terrain, and the replacement orientation should be reviewed to best meet existing conditions.
BN129-1 to BN131-1 DESIGN - Develop ditching on both sides of grade to carry water to appropriate culvert. Dump Road intersection shall be designed as a hardened dip to incorporate ditch and ensure surface water flows are directed to culverts and not trail surface.
BN130-1 REPLACE FAILED STRUCTURE - Replace culvert with appropriately sized structure.
BN131-1 REPLACE FAILED STRUCTURE - Review possibility of lowering grade to improve grade bank slopes. Culvert is below existing terrain, and the replacement orientation should be reviewed to best meet existing conditions. Bank slope stability is a concern at this site.
BN132-1 REPLACE FAILED STRUCTURE - Review possibility of lowering grade to improve grade bank slopes. Replacement of culvert should try and incorporate a natural bottom with benches to allow natural passage within valley floor.
Possibly a clam style box culvert with rock benches on each side. Utilization of sheet pile on north side to remain within DNR ROW shall also be reviewed. *Note: This site suffered a south bank sluff in spring 2022 and was temporarily stabilized by DNR with a steel sheet pile project designed by UPEA.
BN132-1 to BN133-1 DESIGN - Ensure trail design between culverts will accept and direct the high-volume surface flows traveling down Ravine Road and direct toward appropriate culvert inlets. Ravine road and trail intersection shall incorporate a hardened dip with ditch line establishment. It shall be noted that a large volume of sediment washes down this road and can deposit on the trail.
BN133-1 REPLACE FAILED STRUCTURE - Culvert is below existing terrain, and the replacement orientation should be reviewed to best meet existing conditions.
BN134-1 REPLACE FAILED STRUCTURE - Ensure that ditching and logging access roads are removed to transport surface water to structure. Review both depth and orientation of this structure.
BN135-1 REPLACE FAILED STRUCTURE - Ensure that ditching and logging access roads are removed to transport surface water to structure. Review both depth and orientation of this structure. Bank slope stability should be reviewed at this site.
BN136-1 INSPECT - This concrete box shall be inspected to confirm structural conditions. Minor spalling was noted on wingwalls, and repair recommendations should be developed.
BN137-1 REPLACE FAILED STRUCTURE - Replace culvert with appropriately sized structure.
BN138-1 REPLACE FAILED STRUCTURE - bank slopes and existing site conditions should be factored into replacement design. Review both depth and orientation of this structure.
BN138-2 ADD NEW STRUCTURE - Small valley that currently builds water that overtops trail. Design appropriately aligned and sized culvert with improved trail ditching.
BN139-1 REPLACE FAILED STRUCTURE - bank slopes and existing site conditions should be factored into replacement design. Review both depth and orientation of this structure.
BN139-2 ADD NEW STRUCTURE - Original culvert could not be located. This site collects surface water from the north ridge and the west and east trail surface. Review ditching and collection basin options to transport water along north side of trail and then under the trail discharging to south.
BN140-1 REPLACE FAILED STRUCTURE - culvert replacement should be designed to the existing site conditions
BN141-1 REPLACE FAILED STRUCTURE - culvert replacement should be designed to the existing site conditions
BN142-1 REPLACE FAILED STRUCTURE - culvert replacement should be designed to the existing site conditions
BN143-1 REPLACE FAILED STRUCTURE - culvert replacement should be designed to the existing site conditions
