About this file

This is a Project Statement issued by the State of Michigan Department of Technology, Management and Budget (DTMB), Design and Construction Division, on behalf of the Department of Natural Resources Parks & Recreation Division. The project requests professional architectural and engineering services for the design and construction administration of a replacement toilet shower building at Mitchell State Park in Cadillac, Michigan. The existing south toilet shower building, constructed in 1959, does not meet current building codes and requires frequent maintenance and will be demolished with a new facility constructed in the same location. The scope of work includes Phase 300 Schematic Design, Phase 500 Final Design, and Phases 600 & 700 Construction Administration, with 50% and 90% design submittals at both design phases and cost estimates included at the 90% submittals. The project incorporates a standard heated prototype building design provided by DNR Parks & Recreation Division, modified as needed for site-specific conditions. A mandatory walk-through inspection is scheduled for Thursday, January 13, 2022, at 11:00 AM at Mitchell State Park Headquarters Building, with an alternate date of Tuesday, January 18, 2022, if winter weather conditions warrant. Proposals are due Thursday, January 27, 2022, at 2:00 PM, with questions accepted until January 20, 2022, at 5:00 PM. The anticipated contract award is February 2022, with design occurring March through June 2022, bidding in July 2022, and construction from September 2022 through May 2023.

The existing south toilet shower building contains 6 lavatories, 2 urinals, 6 toilets, 4 showers, and 1 exterior hose spigot, serving a campground with a maximum overnight occupancy of 1,342 people and additional day visitors exceeding 1,500 people during peak season. Additional reimbursable expenses include a topographic survey, geotechnical report, LARA plan review fees, and EGLE campground permitting. DTMB will retain separate professionals for hazardous materials testing and construction material testing for quality control. The park is connected to City of Cadillac water and sewer, Consumers Power gas, and DTE electric services. Proposals must be submitted through SIGMA VSS with a maximum attachment size of 6 megabytes per file, with questions directed to Jan Miller, DTMB Project Director. The project is governed by federal codes and standards administered by EPA, OSHA, and DOT, and state agencies including DCH, EGLE, DNR, and MIOSHA.

PROJECT DESCRIPTION/SERVICES REQUESTED

The Department of Technology, Management and Budget (DTMB) is requesting professional architectural and engineering services for the design and construction administration to replace the south toilet shower building in the campground at Mitchell State Park in Cadillac, Michigan. The building was constructed in 1959, does not meet current building codes and requires frequent maintenance. The existing building is to be demolished and the new building constructed in the same location.

The Department of Natural Resources (DNR), Parks & Recreation Division (PRD), had developed a standard prototype heated toilet shower building design. The design is to be modified as needed to meet site-specific conditions. The building is open year-round, serving the mini cabin and winter campsites. The traditional design / bid / build delivery method will be utilized for this project.

This request is to provide Phase 300 Schematic Design, Phase 500 Final Design, and Phases 600 & 700 Construction Administration for the new toilet shower building, the demolition of the existing building, and associated utilities. We anticipate 50% and 90% design submittals at both design phases, including a cost estimate at the 90% submittal of each phase. A topographic survey, geotechnical report, and LARA plan review fees are to be included as reimbursable expenses.

DTMB will retain a professional to test for hazardous materials that may need to be abated and to perform material testing during construction to meet quality control requirements. The standard heated prototype building design will be provided to the successful firm. The Park is connected to City of Cadillac water & sewer, Consumers Power gas and DTE electric. Existing utility information is available.

Mitchell State Park Campground has two existing toilet shower buildings, north and south. This project is to replace the south only. EGLE campground permitting will be required. Existing fixture and occupant counts are as follows:

South Toilet Building Lavatories – 6 Urinals – 2 Toilets – 6 Showers – 4 Exterior Hose Spigot – 1

North Toilet Building Lavatories – 13 Urinals – 3 Toilets – 12 Showers – 9 Drinking Fountain – 1 Exterior Hose Spigot – 2

Overall sites at Mitchell 221 campsites (6 people per site) = 1,326 people 1 Auxiliary Site = 6 people 1 mini cabin (4-person max occupancy) = 4 people 1 Camper Cabin (6-person max occupancy) = 6 people

Mitchell has a max overnight occupancy of 1,342 people. There are also a number of day visitors that come as visitors to campers in the main season pushing this number to more than 1,500 people.
