About this file
This is a Project Scope document for the Capitol Hill Crisis Alert System issued by the Georgia Building Authority (GBA) for RFP 900-22-944. The RFP solicits qualified contractors to design and implement a comprehensive Emergency Notification and Panic Button System across four primary facilities in the Capitol Hill Area of Atlanta: the Georgia Legislative Office Building (175,000 sq. ft.), Georgia State Capitol (500,000 sq. ft.), South Deck Parking Garage (1,100 parking spaces), and 2 Capitol Square (25,000 sq. ft.), along with connecting outdoor spaces. The system scope includes 1,000 wearable alert badges provisioned by employee role, real-time location tracking integrated with facility CAD drawings, integration with external audio notification systems, an administrative portal for user and badge management, system health monitoring, maintenance alerts, firmware/software updates, and comprehensive reporting capabilities. The bid submission deadline is September 13, 2021, with a project installation deadline of December 13, 2021.
Proposals must include detailed system architecture documentation covering functionality, security measures, integration capabilities with existing intercom and notification systems, cost estimates for each facility including hardware, software, installation, and training, infrastructure requirements, installation fees, annual maintenance and subscription costs, specifications for all hardware and software components, real-time location tracking methodology, and procedures for notifying medical personnel and law enforcement. The scope further requires vendors to describe reporting capabilities including data types and archival duration, ad-hoc report creation ability, initial and follow-up training options (specifying delivery methods such as onsite, recorded, interactive, web-based, or self-guided), 24/7/365 live client support availability with defined support levels, support call handling procedures, support team structure (in-house or third-party), and any restrictions or incremental costs associated with support requests.
