About this file
This is a Project Manual for a roofing replacement project prepared by the Iowa Department of Transportation (Iowa DOT) for the Maquoketa Maintenance Garage located at 2893 Highway 61 in Maquoketa, Iowa. The project, identified as BG-1M51(010)--80-49, involves the complete removal and replacement of the existing ballasted EPDM roof membrane system. The scope of work includes demolition of the existing roof membrane, ballast, and insulation; installation of new vapor barrier; placement of new polyisocyanurate insulation with tapered sections to achieve proper drainage slope; and application of a new 0.060-inch EPDM membrane secured with ballast consisting of 1,000 pounds per 100 square feet of No. 4 aggregate in field areas, with 22-pound pavers required within 8 feet of corners and 2 feet of perimeter edges. The contract is structured as a single prime contract based on stipulated price, with the Owner intending to maintain continuous occupancy and operations during the entire construction period. Work must be coordinated to minimize disruption to the maintenance garage operations, with all emergency exits maintained open during construction and temporary protective barriers and controls implemented as required.
The Project Manual specifies comprehensive administrative and execution requirements including preconstruction and site mobilization meetings, bi-weekly progress meetings, detailed construction progress scheduling, and extensive submittal requirements for shop drawings, product data, samples, and quality assurance documentation. The roofing membrane must comply with ASTM D4637/D4637M specifications and be provided by approved manufacturers including Carlisle, Firestone, GenFlex, Johns Manville, Versico, or Mule-hide. Insulation must be polyisocyanurate board meeting ASTM C1289 standards, with acceptable manufacturers including Dow Chemical, GAF, Hunter Panels, or Versico. The contractor must provide a twenty-year manufacturer's material and labor warranty covering wind conditions up to 72 mph and must correct any defective work within two years of substantial completion. The manual establishes payment procedures using AIA G702 and G703 forms with monthly progress payments covering 97 percent of performed work value, mandates independent testing agency verification of deck moisture content and installation quality, and requires comprehensive operation and maintenance manuals, warranties, and record documents upon project closeout. All work must comply with applicable Iowa Building Code, OSHA standards, and environmental regulations, with the contractor responsible for dust control, erosion and sediment management, and proper waste disposal throughout the construction period.
