Summary
This Project Manual contains the comprehensive contract documents for the Torrey Life Sciences Greenhouse Improvements - Phase 1 (Project #FO501995) at the University of Connecticut's Storrs campus, prepared by the University of Connecticut Office of University Planning, Design and Construction. The project involves the removal, cleaning, and reinstallation of existing single-glazing systems in three greenhouse structures (GH-1, GH-2, and GH-3) constructed in the late 1950s, including abatement of asbestos-containing materials (ACM) and materials assumed to contain polychlorinated biphenyls (PCBs) at concentrations of 50 parts per million or greater. The scope encompasses removal of approximately 9,900 linear feet of glazing compounds from 3,450 glass panes mounted on metal and glass substrates, cleaning of glass and framing systems, and reinstallation of glazing using approved silicone sealants such as DOWSIL 795 or equivalent. The Owner will furnish replacement glass and aluminum compression muntins; the Contractor must coordinate all installation work. The Contractor is required to obtain a Certificate of Substantial Completion within 90 calendar days from the Notice to Proceed, with work restrictions limiting on-site hours to 7:00 a.m. to 4:30 p.m., Monday through Friday, and prohibiting work during University exam periods and other specified academic calendar dates.
Only contractors appearing on the State of Connecticut Department of Public Health approved list of asbestos abatement contractors holding valid Connecticut licenses are eligible to submit proposals. Bidders must submit experience records showing completion of at least three similar projects within the past year, along with qualifications of the project supervisor and on-site personnel. The contract requires submission of a Critical Path Method construction schedule, hourly rates for self-performed labor, owned equipment lists, health and safety plans, background screening control plans, and multiple other pre-construction submittals within specified timeframes. All work must comply with EPA (40 CFR 761), OSHA (29 CFR 1926.1101), and Connecticut Department of Public Health standards for hazardous material abatement. The Contractor bears full responsibility for containment, selective demolition, removal, transportation, and off-site disposal of all ACM and PCB-containing waste materials, with disposal facilities and transporters subject to Owner approval. Change orders require detailed Proposed Change Order submissions within seven working days, with strict documentation requirements for labor, materials, and equipment costs. The contract includes provisions for liquidated damages, extended warranty requirements, and mandatory insurance coverage maintenance for three years after final completion.

1.4 WORK COVERED BY CONTRACT DOCUMENTS
A. The Work of Project is defined by the Contract Documents and consists of the following:
1. This project involves hazardous material abatement associated with the removal, cleaning and reinstallation of the existing single glazing associated with the TLS Greenhouses (GH-1, GH-2, GH-3) at the University of Connecticut. The structures were originally constructed in the late 1950s and are classified as Group U Occupancy (Utility and Miscellaneous) per code definitions and are assumed to be of Type V-B construction—non-rated, unprotected wood or metal framing.
2. The scope includes the removal of all single pane glazing and associated compression brackets, followed by cleaning of both the glass and framing systems including compression brackets. Glazing shall be reinstalled using an approved silicone sealant primer—such as DOWSIL™ 1200 OS, GE SS4044P, or Tremco Primer #996—in conjunction with a structural silicone sealant, such as DOWSIL™ 795, GE SilGlaze® II SCS2000, or Tremco Proglaze® SSG, applied at glass-to-framing and glass-to-compression muntin brackets. Perform adhesion tests of installed sealant per ASTM C1521, Standard Practice for Evaluating Adhesion of Installed Weatherproofing Sealant Joints. Additionally, the scope includes the complete removal and off-site disposal of glazing compounds that have been confirmed to contain asbestos, as well as those presumed to contain polychlorinated biphenyls (PCBs) at concentrations ≥50 ppm. These hazardous materials are present in approximately 9,900 linear feet of glazing compounds, associated with 3,450 glass panes mounted on metal/glass substrates across the three greenhouse structures. Contractor shall select the appropriate primer/sealant combination for the actual frame finish, subject to review and approval.
Major building assemblies include:
Roof and wall systems: Comprised of metal framework and glass glazing panels
SUMMARY 01-1000-3

B. Owner-Furnished Materials:
1. Owner will furnish replacement glass and aluminum compression muntin’s as required for the Work. Installation of Owner-furnished materials shall be considered equivalent to the removal, cleaning, and reinstallation of existing components. Contractor shall include all costs for coordination, receiving, handling, storage, protection, and installation of Owner-furnished glass and muntin’s in the Base Bid.
2. Replacement of broken, missing, or non-reusable glass or compression muntin’s with Owner-furnished materials shall not be considered additional work, and no additional compensation will be provided.
