Project Manual Summary: Fair Hill NRMA Interior Finishes
This is a project manual for the Maryland Department of Natural Resources (DNR) Engineering and Construction Division detailing interior finish renovation work for racetrack restrooms and jockey dressing rooms at Fair Hill Natural Resource Management Area in Elkton, Maryland. The project encompasses installation of architectural finishes in Buildings 1 and 2 at 350 Ranger Skinner Drive, including gypsum board wall and ceiling panels, ceiling access doors, fiber-reinforced decorative wall panels, epoxy resin flooring systems, and epoxy wall and ceiling paint. Specific spaces include the Women's Restroom, Family Restroom, and Women's Jockey Dressing Room in Building 1, and the Men's Restroom, Men's Jockey Dressing Room, Janitor's Closet, and Water Heater Closet in Building 2. The contract is one of three concurrent contracts managed by DNR's In-house Construction Crew. Prospective bidders are encouraged to attend a pre-bid conference and visit the site; failure to do so will not relieve compliance requirements. Site visits must be coordinated with Maryland Park Service Facility Manager Christopher Grieco at 410-398-1246 (office) or 443-370-6705 (cell). Work must be completed within 90 calendar days from the notice to proceed, scheduled Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding state and federal holidays.
The contractor must be licensed as a Maryland General Contractor with a minimum of five years' experience performing similar construction projects and must employ subcontractors with five years' minimum experience installing specified fiber-reinforced decorative wall panels and epoxy resin flooring systems. Basis-of-design products are specified, including Gold Bond gypsum board products, Acudor ceiling access doors, Resinwerks epoxy resin flooring systems in Shoreline color with satin finish, Marlite decorative FRP wall panels in Golden Monticello Maple, and Sherwin-Williams Pro Industrial Catalyzed Water-based Epoxy finishes. All materials must be new, delivered with intact labeling, and require DNR Project Manager approval prior to ordering. Material substitutions require submission of pertinent data at least 10 days before bid opening, with approval notification within five days. The contractor assumes responsibility for all coordination, off-loading, and proper storage of materials and is liable for any damage to the building or contents resulting from inadequate weather protection. A five-year warranty against defects in materials and workmanship applies from the date of acceptance, with manufacturer warranties and owner's manuals required at substantial completion. Payment is made upon satisfactory completion following invoice submission to the DNR Project Manager.
