About this file
This Request for Proposals (RFP) is issued by Sarasota County, Florida, seeking qualified vendors to provide general support staffing services for disaster shelters during declared emergencies. The RFP #242596MN solicits proposals for a Shelter Team consisting of 18 personnel who can manage and operate shelters in accordance with FEMA, American Red Cross, and State of Florida standards. Each Shelter Team will be responsible for operating one disaster shelter independently, with the ability to activate between one to seven shelters. The contract anticipates an initial deployment of 15 consecutive days, with potential for longer deployments, and the County intends to award up to three contracts to the most qualified proposers.
The proposers must demonstrate experience in disaster response, with preferred qualifications including functional teams in disaster environments, prior shelter management services, and adherence to established emergency standards. Compensation will be based on hourly rates and direct expenses for a 15-day deployment, with the County covering local lodging during activation. The solicitation is funded through grant requirements, and while local and American business preferences are typically considered, they do not apply to this RFP due to grant funding restrictions. Proposers must provide comprehensive insurance coverage, including workers' compensation, commercial general liability, automobile liability, and employee dishonesty coverage, with specific minimum limits outlined in the document.
